Role Purpose
The Cost Control Engineer will oversee the financial aspects of ELV/ICT projects, including managing Bill of Quantities (BOQ), quantities, vendor pricing, procurement commitments, forecasting, variations, and commercial reporting.
Key Responsibilities
- Design and implement a comprehensive cost-control framework tailored to each ELV/ICT system and building.
- Analyze contract BOQ alongside engineering scopes to detect omissions, duplicates, quantity mismatches, and scope gaps.
- Cross-check quantities from engineering outputs such as MTOs, cable and device schedules, rack equipment, licenses, accessories, containment, and installation requirements against the commercial BOQ.
- Assess vendor bids covering full system supply, installation, testing, commissioning, software, licenses, accessories, cabling, termination, containment, and integration.
- Develop commercial comparison analyses for ELV/ICT vendors and specialized subcontractors.
- Monitor purchase orders, financial commitments, actual spend, accruals, forecasted costs at completion, and remaining budget balances.
- Generate detailed cost reports segmented by system and building for various ICT/ELV components including CCTV, ACS, IDS, FAS, PAVA, structured cabling, fiber networks, Wi-Fi, telephony, UPS, among others.
- Collaborate closely with the engineering team to evaluate financial impacts stemming from consultants' feedback, revised drawings, design modifications, and extra requirements.
- Maintain detailed registers tracking variations and changes, facilitating the preparation and substantiation of variation quotations.
- Examine potential financial effects caused by delayed design alterations, site conditions, increases in containment, cabling, devices, licenses, or integration demands.
- Assist procurement coordination by identifying ELV/ICT packages with long lead times or significant value.
- Verify delivered, installed, and approved quantities using site documentation and engineering records.
- Support monthly financial valuation, progress evaluations, cost forecasting, and management reporting processes.
- Keep comprehensive commercial documentation for final account reconciliation and project close-out.
- Ensure all cost information is accountable and traceable to sanctioned BOQ items, purchase orders, delivery notes, site measurements, and authorized changes.
Candidate Profile
- Possess a Bachelor’s degree in Engineering, Quantity Surveying, Construction Management, Finance, or related disciplines.
- Bring a minimum of five years of professional experience in project cost control, preferably within ELV, ICT, or infrastructure projects.
- Demonstrate strong expertise in managing BOQs, budget tracking against actual costs, forecasting, cost reporting, procurement and subcontractor cost monitoring, as well as variation and change order handling.
- Exhibit advanced proficiency in Microsoft Office applications.
- Experience working on large-scale multi-building projects such as university campuses, utilities, infrastructure, healthcare, airports, government, or similar sectors is an advantage.
Minimum education
Bachelor's Degree
