Contract / Cost Engineer

Role Overview

ISS International Qatar WLL seeks a Contract / Cost Engineer to operate from Mesaieed, Qatar. The position focuses on managing the entire contract lifecycle for goods and services, ensuring cost efficiency and upholding company interests, particularly for complex, high-value contracts tied to the Turnaround Section.

Key Responsibilities

• Lead and coordinate contracting activities related to turnaround projects, including planning, monitoring, and controlling project details alongside senior engineers and cross-functional trades.
• Work closely with Finance, Commercial, and Supply Chain departments to maintain accuracy and integrity of turnaround data.
• Analyze contractor turnaround plans, procedures, and their performance to ensure alignment with project goals.
• Support preparation of the company’s long-term rolling Turnaround Capex Plan in collaboration with Finance and client departments.
• Maintain and update a cost database based on industry best practices, ensuring it remains current.
• Assist senior contracts and logistics engineers in compiling statistical reports, trend analyses, and status overviews for turnaround execution stakeholders.
• Review and update turnaround control procedures and forms, ensuring compliance within the section.
• Design and implement procurement strategies, including tendering processes and contract types, seeking approvals and consolidating service requirements.
• Identify potential bidders for tenders, initiate procurement processes, and devise cost-saving strategies by aggregating needs.
• Develop and enforce planning and control system procedures, policies, and methodologies.
• Guide end-users in preparing cost-effective and competitive specifications reflecting comprehensive cost elements and current market conditions, promoting a 'Zero Base Costing' approach.
• Engage actively with internal stakeholders relating to planning, monitoring, execution, and budgeting of turnaround activities.
• Provide periodic cost trend forecasts and early warnings on potential overruns for turnaround activities.
• Analyze and report turnaround expenditure, prepare monthly progress, accrual, and quarterly outlook reports for various stakeholders.
• Conduct budget-to-actual variance analysis communicating findings for management decisions.
• Coordinate annual budgeting processes for a five-year rolling capital turnaround plan and monitor ongoing cost control.
• Ensure proper accounting allocation of turnaround expenses and coordinate with relevant teams on accurate time writing rate updates.
• Monitor turnaround progress, update expenditure forecasts, analyze variances, and manage accrual processes ensuring correctness.
• Review turnaround cost estimates at multiple project stages ensuring completeness and compliance with scopes of work.
• Maintain cost management databases utilizing software tools to enhance estimate accuracy.
• Participate in training programs for trainees and new hires to elevate team competence in turnaround planning and scheduling methodologies.
• Support knowledge transfer and development among national staff members.

Required Skills

• Proficiency in Microsoft Office suite including Excel, Word, PowerPoint, and Outlook.
• Working knowledge of SAP PM (Plant Maintenance) and SAP MM (Materials Management) software modules.

Education and Experience

The candidate must have a Bachelor’s degree in a relevant field along with 10 to 15 years of pertinent professional experience in contract and cost engineering.
