Job description

Overview

ISS International SpA is looking for a driven and highly skilled Commissioning Manager to lead commissioning activities for Offshore Platform projects based in Qatar. This role requires serving as the primary liaison for all phases from pre-commissioning through to handover and operations readiness.

Key Responsibilities

  • Direct the Commissioning Office to support multiple offshore platform projects, ensuring alignment with company commissioning protocols.
  • Develop and enforce comprehensive commissioning strategies, standards, procedures, execution frameworks, and checklists across the project portfolio.
  • Implement stage-gate review processes and independently verify readiness for commissioning, start-up, and final handover for each project.
  • Manage and coordinate commissioning managers and discipline leads across various projects, ensuring harmonized priorities, methodologies, and reporting standards.
  • Create and maintain resource plans, facilitating team recruitment, mobilization, competency evaluations, succession planning, and resource allocation across projects.
  • Critically assess project commissioning strategies, schedules, budgets, organizational structures, contracting tactics, and risks; propose and drive corrective or mitigating measures as necessary.
  • Track portfolio-level KPIs related to system completion, punch-list closures, turnover, preservation efforts, schedule adherence, cost management, productivity, quality assurance, and health, safety, and environment compliance, escalating urgent matters to senior management.
  • Ensure seamless collaboration between commissioning and other departments including Engineering, Procurement, Construction, Fabrication, Operations, Maintenance, HSE, Quality, JV partners, clients, and contractors.
  • Promote standardization and digitization of completion management systems and engineering tools such as HEXAGON, WinPCS, ICAPS or equivalents, focusing on data integrity and governance.
  • Capture lessons learned and best practices to drive continuous improvement and support bid preparation, reviews, and early project definition phases.
  • Oversee compliance of all commissioning activities, whether at office, yard, or offshore sites, with contractual, company, regulatory, and HSE standards aiming to meet quality, cost, and schedule targets.

Technical Knowledge and Expertise

  • Extensive governance and operational knowledge of commissioning processes including systemization, turnover, dynamic commissioning, start-up, performance testing, operations readiness, and formal handover.
  • Wide-ranging experience with Platform Topside Facilities such as Riser and Wellhead Platforms.
  • Expertise in Brownfield integrations and simultaneous operations (SIMOPS) involving disciplines like piping, mechanical, electrical, ICSS, instrumentation and telecommunications.
  • Experience with gas-processing facilities and related pipeline interface requirements.
  • Knowledge in utilities, power generation, cranes, HVAC, fire-fighting systems and technical rooms management.
  • Familiarity with auxiliary systems including instrument air, nitrogen, water treatment (potable and demineralized), flare, fuel gas and oil, cooling water, and heating mediums.
  • Telecommunication systems expertise including ACS, CCTV, PAGA/PAEAS, telephony, radios, meteorological systems, and VSAT.
  • Strong understanding of flow measurement, engineering design principles, operability and maintainability, HAZOP closure, safety assessments, and start-up risk control.
  • Proficiency in reviewing, interpreting, challenging, and approving technical documentation and translating portfolio risks into decisive management actions.

Education and Experience Requirements

  • A Bachelor of Science degree in Engineering (Chemical, Mechanical, Electrical, or Instrumentation preferred).
  • A postgraduate degree in Project Management, Operations, or related field is advantageous.
  • A minimum of 25 years of experience in the Oil & Gas sector.
  • At least 15 years in offshore platform and yard pre-commissioning, commissioning, start-up, and operations readiness roles.
