About the Role
Blacksand, a real estate developer and investment company under Alabdullatif Holding Group in Riyadh, is seeking a Commercial Specialist. The company manages a diverse portfolio including retail, commercial, residential, mixed-use, and hospitality properties across Saudi Arabia. The Commercial Specialist will contribute to procurement, tendering, contract oversight, and cost management throughout our property portfolio. This position reports directly to the Head of Commercial and involves close collaboration with Development, Asset Operations, and Finance teams.
Key Responsibilities
- Develop and handle tender documents such as RFQs and RFPs, encompassing scopes of work, bills of quantities, and commercial clauses.
- Conduct bid assessments, prepare comparison analyses, and recommend awards.
- Engage in pricing and commercial term negotiations with contractors, consultants, and suppliers.
- Prepare, examine, and manage contracts, letters of award, purchase orders, and any contractual variations.
- Maintain and update the approved vendor list and perform prequalification as well as performance evaluations.
- Monitor financial aspects including budgets, commitments, and cost projections against approvals.
- Review and approve contractor payment requests ensuring their commercial conformity.
- Keep an organized contracts register and guarantee adherence to company policies and Saudi regulations.
Candidate Profile
- Bachelor’s degree in Quantity Surveying, Engineering, Business, Supply Chain, or related disciplines.
- Between three to six years of professional experience in procurement, contract management, or commercial roles within real estate development or construction sectors in Saudi Arabia.
- Familiarity with FIDIC contract standards and compliance with Saudi procurement practices.
- Proficient with Microsoft Excel; experience with ERP or procurement software is advantageous.
- Fluency in English is required; proficiency in Arabic is highly desirable.
- Possession of professional certifications such as RICS or CIPS is considered a plus.
