Billing Engineer

Role Overview

We seek a meticulous Billing Engineer to independently audit contractor invoices, verify quantities, rates, recoveries, and related documentation for premium construction projects. This role bridges coordination among the site team, contractors, procurement/contracts, and finance, ensuring billing accuracy and preventing unnecessary processing delays.

Primary Responsibilities

• Review running account (RA) and final bills comprehensively against approved Bill of Quantities (BOQs), work orders, drawings, site and joint measurements, and finalized executed quantities.
• Validate rate correctness, extra work items, deviations, deductions, advance payments, retention, applicable taxes, free-issue materials, wastage, and back-charges.
• Audit reinforcement bar schedules (BBS), reinforcement reconciliation, concrete/material consumption, contractor financial statements, and scrap/debit documentation as applicable.
• Maintain detailed bill registers by package that capture submission, inquiry, certification, approval, payment statuses along with aging and accountability metrics.
• Return incomplete or erroneous bills with a consolidated query list and carefully track resolution progress to avoid recurring delays.
• Collaborate with site engineers and project managers to confirm physical progress and promptly resolve measurement discrepancies.
• Prepare certification and release documentation for management and finance, highlighting exceptions, risks, and pending recoveries.
• Assist with quantity take-offs, tender BOQs, variation tracking, reconciliation, and cost-to-complete updates.
• Ensure maintenance of comprehensive audit trails and prevent bill certification without necessary documentation and approvals.

Success Metrics

• Timely certification of complete bills with clear explanations for any holds.
• Accuracy assurance with no duplicate quantities, incorrect rates, or missed recoveries during certification.
• Transparent visibility into billing aging, cash flow requirements, variations, and package exposure for management.
• Minimal unresolved documentation or measurement issues in final account closures.

Experience and Qualifications

• B.E. or B.Tech in Civil Engineering or Diploma holder with 5 to 8 years of experience managing contractor/developer billing.
• In-depth knowledge of quantity surveying, Indian Standards measurement protocols, BBS, BOQs, rate analysis, reconciliation, running account and final bills, and work-order conditions.
• Advanced proficiency in Excel and experience with AutoCAD for quantity take-offs; familiarity with ERP systems is advantageous but not compulsory.
• Experience predominantly in high-rise residential, commercial, or mixed-use construction projects; preference for developer-side billing exposure.
• Applicants must be ready to undergo a practical assessment involving sample bill and BOQ review.
