Position Summary

The Director of Budget and Revenue will be responsible for the development, implementation, and management of the district’s consolidated budget. Additionally, the Director of Budget and Revenue is responsible for the capital projects, special revenue, proprietary funds, debt service funds, and all other OPSB funds budgets, as assigned. The Director of Budget and Revenue analyzes the variation between budgeted and actual to produce variance reports for upper management and the Board monthly. In addition, the Director of Budget and Revenue oversees budget forecasting and financial services to ALL schools which include nonpublic or private schools associated with our Local Education Agency (LEA), authorized schools, direct run schools, and schools participating in NOLA Public School’s LEA.

Salary Range: $65,400 to $99,735

Essential Duties And Responsibilities

  • Supervises preparation, publication, and distribution of budgets as approved by the Superintendent and the Board;
  • Monitors all incoming revenue for appropriation compliance;
  • Prepares analyses of budget requests and program proposals; Develops budget guidelines and procedures;
  • Assists in the execution of the enacted budget, including the recommendation of administrative controls;
  • Coordinates preparation of non-general fund budgets, and assists key administrators in reviewing the budgets;
  • Prepares, justifies, and presents analyses of budget amendments proposals for action by the Board;
  • Trains all departments in budgetary procedures, budget monitoring, and budget processing;
  • Develops improvements in the budget management including budget methods, format, and
  • presentation;
  • Prepares analyses of new projects or program costs and methods of financing, including long-range projections of requirements;
  • Oversees transfers of budgeted funds as requested by the fiscal analysts, program and departments heads;
  • Leads budget to actual meetings with division chiefs/department heads; Conducts training regarding budget procedures to division chiefs/department heads;
  • Leads monthly and quarterly monitoring and evaluation of compliance to the approved capital projects and operating budgets;
  • Examines capital projects and special revenue budget requests and prepare amendment recommendations for action by the Board
  • Works with the Senior School Finance Officer to generate accurate city-wide revenue projections;
  • Performs other duties as required

Education And Experience

  • Bachelor’s degree required, preferably in finance, accounting, business, economics, or a related field
  • Licensure as a Certified Public Accountant and/or leadership experience in finance preferred
  • Knowledge of public sector finance, not-for-profit accounting, and revenue forecasting
  • Minimum of seven (7) years’ progressive work experience that includes senior leadership experience in finance, accounting, data analytics, forecast modeling

Other Knowledge, Skills Or Abilities Required

  • Demonstrated ability to collaborate with education leaders, public agencies, community interest groups, and other stakeholders regarding improving equity and resource allocation
  • Experience with data visualization platforms such as Power BI and Tableau preferred
  • Strong project management skills, including the ability to work efficiently and manage multiple priorities in a dynamic, public-facing, fast-paced environment
  • Excellent written and verbal communication skills

Performance Evaluation

The employee will be evaluated based on the above position using either two methods: via COMPASS or a NOLA-PS evaluating instrument. If the employee holds an Educational Leadership certification, he/she will be evaluated via COMPASS to ensure renewal of certification.
