Job Responsibilities

Reporting to the Director of Procurement, the Senior Procurement Officer leads the procurement process by managing supplier relationships, negotiating contracts, analyzing spending patterns and ensuring compliance with applicable regulations and policies while strategically focusing on cost-effectiveness and value across departments and acting as a subject matter expert to internal and external stakeholders.

  • Develops and issues solicitations—invitations for bid (IFBs), requests for proposal (RFPs) and requests for quotation (RFQs).
  • Leads the evaluation process, including technical and commercial analysis of bids.
  • Recommends contract award to relevant stakeholders.
  • Oversees the procurement process from requisition to purchase order to delivery, ensuring timely and accurate processing.
  • Leads procurement teams.
  • Manages day-to-day operations.
  • Identifies and works to mitigate risks associated with procurement activities.
  • Ensures all procurement activities adhere to relevant laws, regulations and state and university policies.
  • Conducts procurement training for members of the campus community.
  • Helps vendors become minority-certified with the state.
  • Helps Director develop long-term procurement strategy aligned with organizational goals and objectives.
  • Identifies potential cost savings to maximize the purchasing value of funds.

Minimum And Additional Requirements

  • Bachelor’s degree.
  • Three years of procurement experience.

An equivalent combination of education, training and experience may be considered.

  • Thorough understanding of relevant state and local procurement laws, regulations and compliance standards.
  • Exceptional interpersonal skills and the ability to establish and maintain effective working relationships with internal stakeholders, vendors, regulatory officials and outside agencies.
  • Proven effective oral and written communication skills.
  • Ability to work independently with accuracy and consistently meet deadlines.
  • Ability to conduct market research, identify potential suppliers, and assess their capabilities and pricing structures.
  • Ability to identify trends, analyze supplier performance and make informed procurement decisions.

Preferred Qualifications

  • Bachelor’s degree in Business Administration or Supply Chain Management.
  • Experience with the South Carolina Consolidated Procurement Code.
  • Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) designation.

Additional Comments

Travel/Overtime Requirements: Occasional work outside normal business hours may be required to meet deadlines.

Annual Salary/Hiring Range: Up to $70,425; actual salary depends on qualifications.

Telecommuting: Employees are not eligible for telecommuting/remote work during their 12-month probationary period. After that time, certain positions may be eligible for telecommuting/remote work at the discretion of the supervisor and in accordance with Winthrop policies.
