Job Description

Summary

Responsible for the 24 x 7 administration of applications, operating systems, databases, and hardware of the SCADA-EMS servers and workstations. Responsibilities for installation, upgrade, change control, real-time monitoring, accuracy, coordination, troubleshooting, problem resolution, capacity planning, backup and recovery, and disaster recovery planning for devices within the SCADA-EMS environment. Complies with and monitors applicable NERC CIP standards. These devices are vital to the operation of the real-time operations of the electric system, and other duties as may be assigned.

Essential Functions

  • Manage, plan, coordinate, and supervise the data processing, data acquisition, control, analysis, and operation of the EMS system
  • Develop, recommend, and implement modifications to increase the efficiency and the reliability of the EMS system;
  • Install and upgrade systems (operating systems, storage systems, databases, data backup systems)within the SCADA/EMS environment;
  • Install and administer the Ethernet backbone, X-terminals, fiber modems, servers and workstations;
  • Coordinate with Engineering and Substations to install and maintain the fiber optic network used for EMS and substation applications;
  • Maintain the EMS link over Ethernet for the Production department, which is used for monitoring loads and forecasting future load needs;
  • Maintain systems including installation of patches, performance monitoring, capacity planning, and tuning of system performance;
  • Establish, test, and implement procedures for application or data backup and recovery;
  • Develop, test, implement, and maintain disaster recovery plans and procedures;
  • Follow change control procedures and standards;
  • Identify new and improved systems, evaluate and purchase hardware and software;
  • Oversee software development and database maintenance of EMS system;
  • Perform continuous improvement of SCADA/EMS software for system operation, monitoring, and performance;
  • Generate and maintain the real-time operating system, database, data compilers, and system documentation; Prepare load management reports for engineering; Prepare and evaluate bid proposals for the purchase of new equipment for the EMS system and the Substation section;
  • Maintain the ICCP connection with ERCOT, venders & contractors ;Train subordinates, system operators and plant operators in the use of the EMS system;
  • Work with Substations in the transition from 4 wire data circuits to fiber for all remote terminal units in the substations. Work with the substation department to install new equipment over fiber
  • Supervise and train all Transmission System Operators (TSOs) in the use of the SCADA System, Outage Management software, and any additional duties or software;
  • Work with other supervisors, departments and personnel to provide customer support and inter-city department & divisional teamwork;
  • Perform related duties as required.

Qualifications

Completion of Bachelor’s degree in engineering or equivalent with an additional four to eight years of electrical experience, or equivalent work experience; or any combination of relevant education and experience which provides the following:

Valid Current Driver’s LicensePhysical Exam Required

Prefer minimum of five years experience with SCADA systems and eclectic grid restoration efforts

  • Critical Infrastructure: This position has been determined to have close contact with, or control of Critical Infrastructure components. This position is subject to extensive background checks and random drug screening. ***

This position requires, in addition to any requirements of Human Resources (HR), and prior to a final job offer, per NERC CIP-004, the completion of a seven year criminal background check, identity verification (e.g. Social Security number verification), and the passing of a Personnel Risk Assessment (PRA). Continued employment in this position will require the NERC CIP-004 requirements to be satisfactorily completed every seven years from date of employment, and/or last PRA.

  • Electric distribution, substation, and transmission design, maintenance, and operation.

Ability to:

  • Supervise the work of others;
  • Communicate effectively with others;
  • Demonstrate thorough understanding of EMS system applications and programming as related in controlling an electric utility company system;
  • Troubleshoot and repair computer systems and RTU’s;
  • Maintain the fiber optic network.

Physical Requirements:

  • Occasionally stand, walk, bend, and kneel during the shift.
  • Frequently lift and carry up to 10 pounds.
  • Occasionally pull and push objects.
  • Frequently flex upper trunk forward at the waist and partially flex at the knees.
  • Occasionally move entire body along a surface in a crawling motion in order to inspect equipment.
  • Frequently rotate upper trunk to the right or left while sitting or standing.
  • Place arms above, at, or below shoulder height.
