The Quality Assurance Manager will play a pivotal role in ensuring that quality assurance and risk processes processes are seamlessly integrated and adhered to throughout the D&C phase and transitionng into the
O&M phase. They will work closely with other internal and external stakeholders to establish and enforce rigorous quality and risk standards, conduct thorough audits of safety deliverables, and identify opportunities
for improvement. By championing a culture of quality excellence and safety risk management, the Quality Assurance Manager will contribute to the successful implementation of the project’s quality assurance and
safety outcomes, ensuring they meet the highest standards of performance, reliability, and safety.

Task & Responsibilities
- Develop and implement quality assurance processes and procedures primarily for the quality management system, ensuring adherence to contractual requirements, industry standards and good practices.
- Develop and implement risk management processes and procedures primarily for the risk management system, ensuring adherence to contractual requirements, industry standards and good practices
- Develop the Integrated Management Systems with the support of the other team members in order to obtain certification for ISO 9001 and 45001 and ensure alignment with ISO 55001 (to the extent practicable), and to support the Application of Accreditation for RIM/RSO from ONRSR.
- Leading, supporting and advising on risk assessments, mitigations and controls and hazard transfer process in accordance with D&C activities, systems and deliverables (inc. design review).
- Assist with the development and maintenance the Hazard Log and Risk register and identify and effectively mitigate to level acceptable to the RDWSA Board all hazards relating all RDWSA activities in accordance with the Risk Management Element of the RSMS.
- Provide support to line managers in formulating appropriate work standards and procedures to ensure that all safety risks are controlled, so far as reasonably practicable, and that effective quality control mechanisms are in place.
- Provide assurance that safety policies, rules and procedures are systematically improved and regularly revised in the light of technology, regulation, industry benchmarks and associated risks or opportunities.
- Collaborate with cross-functional teams to define quality and risk requirements.
- Perform internal audits of processes and maintain the corrective actions register.
- Produce relevant documentation including management plans, specifications, test plans and test cases
- Any other appropriate duties as required by HSEQ Director.
Qualification & Experience
Qualifications
- Tertiary qualifications in either transport operations, related engineering disciplines, management. or equivalent experience.
- Specific qualifications/training in safety, risk management, investigations, environmental management.
- Chartered status or accredited membership of an appropriate professional body associated with some or all of the job requirements (or equivalent).
Experience
- Minimum 10 years in railway operations, engineering, health and safety, quality or environmental management.
- Proven track record of managing network safety practices and procedures in a transport environment.
- Working knowledge of systems and processes for Metro Operations (preference for GoA4 systems).
- Knowledge of the legal framework around Safety, Risk Management, Railway Operations, Quality and Environmental Management in Australia (specifically Rail Safety National Law and WHS Legislation in NSW).
Knowledge and Skills
- Demonstrated ability to lead and motivate staff.
- Provision of superior guidance, advice and support in the areas of operational rail and workplace safety.
- Innovative approach and ability to prepare detailed submissions for management consideration.
- Ability to negotiate at all levels within the company and create positive external and internal relationships.
- Understanding and knowledge of computerised data management systems.
- Able to address difficult and complex tasks within very tight timeframes.
- Able to communicate effectively to various stakeholders (internal/external).
