Position Overview

The City of Prince Albert is accepting resumes for the permanent position of Application Analyst. This position will work closely with senior IT staff, project teams and clients to analyze data, test, implement, and optimize software solutions to meet the needs of the organization. The Analyst will provide technical support and guidance to clients for business applications, coupled with expertise in Microsoft software platforms such as SharePoint, Office365, and Microsoft Dynamics Great Plains.

Principle Duties & Responsibilities

  • Participate in software development projects from initiation to completion, ensuring timely delivery and adherence to standard project management methodologies.
  • Collaborate with clients and project teams to gather, document, and analyze business requirements. Translate these requirements into actionable insights and specifications to support the design and implementation of solutions.
  • Document standard operating procedures, system documentation and associated training plans for the maintenance and support of the enterprise Business Systems.
  • Provide training sessions and ongoing support to users, ensuring they can effectively utilize software applications to enhance their workloads.
  • Perform thorough quality control reviews to maintain accuracy and reliability of information.
  • Administer and support the day-to-day IT operations of the City’s Enterprise business systems applications, including both on-premises and cloud-based applications.
  • Troubleshoot system, data and end user issues by problem identification, collaborating with the IT infrastructure team, escalating to vendors and other IT personnel to ensure resolution.
  • As a member of the first point of contact team, records, document and resolve incidents within a ticketing system within ManageEngine ServiceDesk Plus

Required Qualifications

  • Bachelor’s degree, or diploma in Computer Science, Information Technology, or a related field and/or an equivalent combination of education and experience acceptable to the City.
  • More than 2 years’ related experience
  • Experience with designing and implementing solutions leveraging Microsoft 365 applications and services, such as SharePoint Online, Microsoft Teams and power Platform components considered an asset.
  • Experience with administering and supporting SQL Server based enterprise applications and knowledge of relational databases, data structure and/or managing and administering web based applications.
  • Knowledge of and demonstrated ability to work with HTML, CSS, JavaScript, Python, TSQL, Dexterity, Batch, Powershell, VBA, SQL Server Reporting Services (SSRS), ESRI GIS solutions and FME software.
  • Analytical mindset with strong problem-solving abilities and attention to detail.
  • Experience in software implementation and configuration.
  • Willingness to travel locally and flexible to work outside regular business hours as required.
  • Rotating on call standby schedule.
  • Must be based in Prince Albert, Saskatchewan or willing to relocate
  • Knowledge of municipal IT applications and concepts considered an asset.
  • Knowledge of Microsoft Dynamics Great Plains 2018 and Diamond modules, PerfectMind (Xplor Technologies), eScribe, Questica Budgeting/OpenBooks (Euna Solutions) considered an asset
  • Certification in Microsoft technologies (e.g., Microsoft Certified: Solutions Developer, Microsoft Certified: Dynamics 365 Fundamentals) considered an asset.

  • Accomplished in using data management tools and software, including SQL, Python, and data visualization tools.
  • Strong analytical skills with the ability to interpret complex data sets and provide actionable insights to support decision-making.
  • In-depth understanding of relational databases and data management principles.
  • Demonstrates ongoing respect and understanding of the purpose and application of data procedures, regulations, and standards.
  • Proficient in Microsoft Office applications, including Word, Excel, Access, and PowerPoint.
  • Skilled in managing multiple projects, multitasking, and adapting to changing priorities within tight timelines.
  • Excellent oral and written communication skills, with the ability to effectively convey technical information to non-technical stakeholders.
  • Ability to work with minimal supervision, demonstrating initiative and accountability in completing tasks.
  • Strong organizational skills, with the ability to prioritize tasks and manage time effectively.
