We are seeking a highly skilled Policy Analyst to support the Administration for Children and Families (ACF) with a focus on the Repatriation Program. The ideal candidate will have demonstrated expertise in policy development, analysis, and stakeholder engagement, particularly within the realm of disaster human services and federal repatriation policies. This role provides an opportunity to make meaningful contributions to national public health and human services programs.

General Duties:

• Conduct in-depth analyses of policies, programs, and legislation related to the ACF Repatriation Program, including developing reports, presentations, data analyses, and policy briefs.

• Analyze congressional hearings and reports to identify key issues affecting the Repatriation Program and prepare briefing materials for leadership.

• Support the development and review of legislative proposals, policy directives, and program strategies aligned with ACF priorities.

• Collaborate with internal and external stakeholders, including federal agencies, national organizations, and state/local partners, to address program challenges and promote shared goals.

• Evaluate disaster human services and repatriation policies, regulations, and executive directives to inform programmatic and legislative recommendations.

• Draft and review policy memos, talking points, position papers, and responses to inquiries.

• Support the development of interagency agreements, policy frameworks, and program initiatives that align with ACF’s mission and objectives.

• Facilitate the coordination of cross-agency efforts and ensure program alignment with broader federal strategies.

 

Qualifications:

• Advanced degree in Political Science, Public Policy, Public Administration, or a related field (Master’s or higher).

• At least six years of professional experience as a Policy Analyst, with a focus on federal government programs and/or disaster human services.

• Expertise in the development, analysis, and communication of federal policies, particularly in the context of repatriation or disaster programs.

• Proven ability to translate complex policy and programmatic information into clear, concise, and audience-specific content.

• Strong understanding of federal legislative and budgetary processes, including experience analyzing congressional actions and legislative initiatives.

• Demonstrated project management and research skills, with the ability to prioritize tasks and meet deadlines in a fast-paced environment.

• Exceptional writing skills, with the ability to craft clear, persuasive, and well-organized policy documents, reports, and communications for diverse audiences. • Strong analytical and critical thinking abilities, with demonstrated success in synthesizing complex information, evaluating alternatives, and making strategic recommendations.

• Excellent verbal communication skills, with the ability to address diverse audiences.

• Proficiency in data visualization tools, multimedia platforms, and advanced internet research.

• Strong interpersonal skills, with experience building and maintaining relationships with internal and external stakeholders.

 

Preferred Qualifications:

• Experience working directly with ACF or other HHS agencies.

• Familiarity with the U.S. Repatriation Program, including relevant policies, legislation, and operational processes.

• Knowledge of disaster human services and emergency response frameworks.
