Job Description
The EGAP program, implemented by East Europe Foundation and the Innovabridge Foundation in partnership with the Ministry of Digital Transformation of Ukraine and funded by the Swiss Agency for Development and Cooperation, aims to use digital technologies to improve governance quality, foster collaboration between authorities, businesses, and citizens, and promote social innovation in Ukraine.
By February 2025, six cities with populations between 40,000 and 110,000 will be selected through a competitive process. Together with these cities, a “Smart City” concept will be developed and implemented to systematically transform all aspects of urban life using digital technologies.
We are looking for a new team member of a regional component to develop and support the implementation of this concept, leveraging best practices and modern trends.
Start Date: As soon as possible
Location: Kyiv, Ukraine
Employment: Full-time, no part-time arrangements
Work Format: Offline
Travel: Within Ukraine
Responsibilities
- Develop a methodology for assessing the readiness of cities to implement the “Smart City” concept:
- – analyze implemented digital solutions in the selected cities;
- – collect data on the needs of pilot communities for integrated digital solutions and assess their resources for implementation.
- Collaborate with cities to develop the “Smart City” concept and a step-by-step implementation plan.
- Analyze existing strategic documents adopted by local self-government bodies regarding digitalization.
- Propose changes to local acts related to implementing the “Smart City” concept.
- Provide expert support, monitor the implementation of the “Smart City” concept, and coordinate cities in implementing digital solutions and models.
- Participate in events organized by cities related to digital solutions implementation.
Qualifications
- Higher education.
- Experience in implementing digital projects in local self-government bodies.
- Experience interacting with representatives of local self-government.
- Ability to envision long-term community development and shape a strategic digital transformation direction.
