About The Department
Banking Supervision carries out on-site and ongoing supervision of licensed banks. The Banking Supervision team comprises professionals with a financial services academic background, but also legal and IT professionals to support policy and supervisory work.
About The Role
Working in a dedicated Policy & Legal team within the Banking Supervision function, this is a unique opportunity for you to specialise in financial services and get actively involved with the regulatory process from the perspective of the national competent authority as a regulator and supervisor of banks.
Duties
You will be expected to assist with providing efficient and professional advice on policy, regulatory, and legal matters and contribute to the various duties that are undertaken by Banking Supervision, including the following tasks as necessary:
- Developing and drafting of legislative amendments, including preparing the relevant documentation for the publication of such amendments, which may need to be made to national legislation to address areas of concern and, or to align such legislation with guidelines, standards, recommendations and opinions that may be issued by regulatory bodies such as, the EBA and the ECB, amongst others;
- Assisting in the transposition of any relevant EU Directives and EBA implementing or regulatory technical standards into local primary and secondary legislation, Banking and Financial Institutions Rules, policies and procedures, including liaising with the Legal and International Relations Function within MFSA;
- Assisting with providing legal advice to the Banking Supervision Function, other functions of the MFSA and other authorities as necessary;
- Actively participating in and attending local and overseas training, meetings and working groups of the EBA, ECB, ESRB and BIS, together with other European regulatory bodies;
- Drafting of and participating in the development of the internal procedures of the function?
- Participating in the preparation of policy stances on regulatory issues and providing legal advice with a view to the consistent and effective application of the local applicable legislation as well as European legislation;
- Attending to stakeholders’ questions related to the supervision and regulation of licence holders supervised by the Banking Supervision Function;
- Handling day-to-day regulatory issues emerging from the ongoing supervision process of licence holders supervised by the Banking Supervision;
You will also be expected to undertake any other duties that may arise depending on the exigencies of Banking Supervision and the Authority.
About You
The role calls for an academic qualification in a relevant field of study at National Qualification Framework Level 6 or better, duly certified by the Malta Qualifications Recognition Information Centre (MQRIC) or a widely recognised professional qualification at a comparable level.
You will also possess a minimum of 3 years work experience. Candidates with longer working experience relevant to the role will be preferred.
If you do not have the necessary academic or professional qualifications but you have at least 7 years of relevant experience, we would still be interested in speaking with you.
