If you are looking to make a difference, and to share our vision, then please apply.OverviewThe Financial Analyst is responsible for performing complex and technical accounting work related to the City’s tangible capital assets, which involve over 400 projects and assets exceeding $2.6 billion. This role includes preparing and monitoring the City’s capital budget, as well as collaborating with Project Managers to plan, review, and analyze tangible capital asset accounting.Additionally, the Analyst will be accountable for meeting financial reporting deadlines, providing analysis and recommendations to various departments and management levels, interpreting capital financial information, and utilizing technical expertise. The Analyst will also support various financial systems and City-wide asset management initiatives, assist in the implementation of new Public Sector Accounting Board (PSAB) standards, and ensure compliance with other statutory requirements as needed.Examples of key responsibilities include, but are not limited to:
- Able to communicate effectively and clearly, provide technical financial training sessions to staff on capital budgeting and project accounting policies and procedures.
- Liaising with Project Managers to plan, review, record and analyze Tangible Capital Assets
- Responsible for capital project administration and data maintenance.
- Responsible for performing accounting work on capital projects and tangible capital assets, ensuing the accuracy of the financial information and compliance to the accounting standards and the City’s policies and administrative directives
- Providing financial analysis, support and interpretation of capital data to all levels of the organization.
- Preparing and reconciling financial reports, budget analysis, capital project progress reports, fixed asset reports and other reporting requirements.
- Responsible for preparing and monitoring the City’s Capital budgets.
- Supporting the capital budget software, financial systems, and business intelligence tool.
- Documenting processes and recommending improvements.
- Providing ad hoc support to the department as required
Knowledge, Skills & Abilities:
- Excellent communication and facilitation skills are required to interface with and provide training to multiple departments outside of Finance.
- Strong attention to detail and able to demonstrate analytical and problem solving skills.
- Strong organizational skills with the ability to handle multiple priorities and take ownership of assigned tasks
- Ability to apply Generally Accepted Accounting Principles (GAAP) to ensure the integrity of the work in progress and capital asset transactions.
- Ability to interpret financial information, review and analyze capital asset transactions, and utilize technical skills.
- Ability to prepare financial analysis reports and staff reports to Council.
- Ability to provide analysis and recommendations to various departments and levels of management to assist in decision making.
- Ability to work with information which can be sensitive and confidential in nature with discretion being a necessity
- Knowledge of Oracle EPM or an equivalent enterprise performance management system.
- Knowledge of TIBCO Spotfire or an equivalent Business Intelligence software
- Knowledge of PeopleSoft or an equivalent enterprise resource planning system.
- Ability to successfully clear a Police Information Check (PIC) for the financial sector.
Qualifications and Experience:
- Diploma in Accounting and enrolment in 3rd or 4th year of a recognized accounting program which leads toward receiving a professional designation is required.
- A minimum of four years of experience directly related to the duties and responsibilities specified above is required.
