Job Description

Summary Statement

The incumbent serves as Health Benefit Programs Coordinator for the State of Delaware Group Health Insurance Plan in the Statewide Benefits and Insurance Coverage Office. The selected candidate will have responsibility for the coordination and monitoring of health and disease management programs including health data analysis.

Preferred Qualification

Essential Functions

  • Monitors, evaluates, collects and analyzes health and pharmacy plan utilization and participant engagement in specific health programs.
  • Prepares interpretative and analytical reports of program goals and objectives, provision of services and programs/services.
  • Makes recommendations for implementation, continuation or changes to programs, services, policies or procedures based on findings to promote and impact participant health and health related conditions.
  • Assesses impact of existing and proposed programs/services on current operations financially and programmatically.
  • Analyzes problems, applies policy to problem situations, responds to requests for information and questions regarding services and programs.
  • Coordinates programs with other State agencies and may participate on internal and external committees and workgroups related to health promotion and disease prevention.
  • Assists as a coordinator/liaison for special programs and/or projects.

JOB REQUIREMENTS for Health Benefit Programs Coordinator

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  • Possession of a Bachelors degree or higher.
  • Six months experience in developing policies or procedures.
  • Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  • Six months experience in narrative report writing.
  • Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  • Six months experience in program monitoring such as monitoring program activities and recommending alternatives, improvements, courses of action, and other changes based on findings.
  • Three years experience in conducting studies such as evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.
