Job Description
This position operates Monday through Friday, from 9:00 am to 5:00 pm, based at House of Ruth’s (HRM) Administration Building in Baltimore, Maryland, with up to 20% travel around the Baltimore / PG County area.
Essential Duties And Responsibilities
- Utilizes a housing-first model to support program participants.
- Reviews, evaluates, and verifies all client intake information for eligibility compliance in the Safe Homes Program.
- Ensures participants are well-informed and receive culturally appropriate services.
- Triages inquiries and make contact within 24 hours, assessing needs and coordinating with service providers.
- Promptly conducts intakes and follow-ups, connecting participants with necessary resources.
- Logs and enters data into client files and tracking systems; maintains case files in line with program standards.
- Promptly responds to inquiries via email, phone, and mail.
- Conducts intake meetings to explain program policies and procedures.
- Manages and tracks the waitlist for program participants.
- Generates reports to comply with requirements and audits.
- Coordinates with team members to ensure participants complete individualized stability plans; creates and adjusts service plans with participants.
- Participates in meetings, trainings, and inter-agency groups.
- Maintains confidentiality and execute according to agency standards.
- Processes updates to applicants’ records and prepare summary reports.
- Transitions participants to permanent Service Coordinators or alternative programs.
- Manages a caseload of up to 10 participants, providing comprehensive service coordination.
- Conducts home visits in safe environments and offers one-on-one counseling; supports participants in increasing self-sufficiency skills and problem-solving.
- Distributes material goods and financial assistance according to program procedures; properly documents and justifies expenditures.
- Participates in team meetings and make recommendations on participant stay and financial assistance eligibility.
- Provides relief and backup coverage in emergencies.
- Makes offsite visits to providers and landlords.
- Recommends participants for HRM programs and represent the agency with service providers.
- Meets program quality and service targets.
- Conducts follow-up visits as per program standards.
- Maintains clear and professional case documentation.
- Other duties as assigned.

Pay: $20-$22/hr
Experience, Education, Certifications/Licenses
- Two years of experience in counseling, case management, or victim advocacy. An Associate degree in Human Services may substitute for one year of experience.
- Strong interpersonal skills and the ability to relate to diverse individuals.
- Excellent time management and organizational skills.
- Clean driving record, valid driver’s license, and reliable transportation.
- Must pass a Criminal Background Check.
- Highly Preferred Skills:
- Fluency in multiple languages (Spanish, French, Urdu, or Arabic).
- Experience with the Latino immigrant community.
- Knowledge of intimate partner or sexual violence.
- Familiarity with local human services programs and housing resources.
