Position Description
Responsibilities
Under the general direction of the Friend of the Court, directly supervises the Program Managers and oversees the supervision of all areas of the department. Oversees the receipt and disbursement of monies processed through the office and the accounting of all monies. Oversees the operation of the data processing system and serves as local project coordinator for the State system. Assists in preparing and monitoring the budgets of the office. Acts for the Friend of the Court in the absence of that individual. Additional functions include but are not limited to:
- Participates in the hiring process, provides staff orientation and training, reviews and evaluates staff performance, initiates corrective actions as necessary, and deals with employee relations issues.
- Oversees the development, implementation and operation of the computer system for the office. Trains FOC staff on computer systems.
- Serves as local project coordinator for the MiCSES project and leader of the data processing team.
- Manages, through the Program Manager, the accounting section and ensures the implementation and maintenance of appropriate accounting system. Responds to the more complex accounting issues and problems.
- Advises and assists staff on the interpretation and application of court rules and office policies, enforcement and case processing issues, and other operational matters.
- Meets with local and State auditors to ascertain compliance with generally accepted accounting practices. Responsible for audit compliance.
- Assists the Friend of the Court in the development and updating of policies and procedures including standard operating procedures.
- Represents the Friend of the Court at show cause and bench warrant hearings and makes recommendations to the court on delinquent support obligations, and custody and parenting time violations.
- Mediates domestic relations disputes as ordered by the court, or upon request of parties. May prepare agreements for parties and attorneys outlining the agreement reached.
- Oversees the records management functions of the office and ensures compliance with statutes and court rules.
- Mandated reporter for CPS.
Qualifications
Education: Bachelor’s degree in counseling, social work, psychology, business, accounting or related area. Master’s degree or law degree is preferred.
Experience: A minimum of four to five years of proven experience including skills in policy management, project management, employee relations, employee coaching and mentoring, change management, with data processing responsibilities. A minimum of 2-3 years supervisory leadership experience and administrative oversight is also required. Requires some Friend of the Court or family law experience or experience in a closely related setting, with preference given to a Licensed Attorney in the State of Michigan.
Other Requirements: Valid Michigan Driver’s license.
