Purpose
The Operations Director, Foster Care is responsible for overseeing, supporting, driving and developing Program Supervisors or Program Managers in one or more programs. Success of programs in the Operations Director, Foster Care’s chain of command will be primarily measured through three core data points: financial performance data, staff retention/engagement data, and program outcomes/quality data. The Operations Director, Foster Care is expected to model the principles of a Leader of Leaders.
Primary Responsibilities
- Monitoring data at a high level and taking necessary action around census, referrals, productivity, and finances
- Establishing and modeling a trauma informed culture, as well as driving best clinical practices down throughout the work.
- Working through leaders to ensure programs under their chain are achieving targeted outcomes/people/financial success.
- Overseeing the long-term planning and strategy for their books of business in conjunction with the Program Supervisors.
- Communication and climate setting through leaders
- Ensuring leaders (and programs) have the resources they need to ensure their program(s) success
- Effectively selecting, coaching, assessing and developing their leaders
- Relationship building up, down and sideways (internally and externally) for the organization’s benefit
- Developing and cultivating new business opportunities for the short- and long-term benefit of the organization.
- Ensure direct reports work objectives tie with overall business strategy
- Continual Coaching and development of leaders
- Ensure performance assessments are utilized constructively to improve performance
- Effectively balance task and resources among teams
- Other duties as assigned by supervisor

- Leaders of leaders should primarily value: building relationships, differentiation, value-based leadership, getting things done that have to get done and comfort with ambiguity.
- Leaders of leaders should spend the majority of their time on the following: long-term organizational/program planning, resource allocation, communication up, down, sideways and providing input upwards for strategic target setting.
- Leaders of leaders skills that they must display to be successful at this level include: managing boundaries and allocating resources, organizational design, selecting leaders, coaching leaders, assessing performance of leader, culture and climate setting
Requirements
POSITION SPECIFICATIONS AND EDUCATION:
- Must have a valid Driver’s License and meet any credentialing, licensing and privileging standards as it pertains to the program(s) they lead. Education requirements for a leader of leaders in programs is a Bachelor’s degree.
- Position is considered hybrid/remote in North Carolina only
As a Leader of Leaders, this role’s minimum qualifications are:
- Verified 3 years of successful previous leadership experience
- Verified 3-5 years of experience working in foster care or adoptions as a leader
- Displays the capacity/coachability for future growth and development as a leader
