Job Summary
This position is located in the Department of Health Care Finance (DHCF), Long Term Care Administration (LTCA) Elderly & Persons with Physical Disabilities (EPD) Unit.
The position has responsibility for developing procedural policies and guidelines for the administration of programs offered through the LTCA particularly the EPD Waiver program. This position will conduct research and analysis of program components and processes pertaining to operations and administration of the EPD Waiver program. This position will also provide leadership and assist in coordination of monitoring and oversight of federal and state standards related to the EPD Waiver program.
Duties And Responsibilities
Develop databases and other information depositories to store information collected in the course of routine oversight monitoring of the EPD Waiver and other state plan Medicaid programs. Develops standards and expectations of EPD Waiver service providers and program participants; ensures accuracy, timeliness and integrity of information processed and maintained by LTCA. Leads and facilitates communication in committees and work groups formed to monitor operations and guide administration of the EPD Waiver program (i.e. Provider Enrollment/Readiness Review; Discovery Review Committee (DRC), etc.). Works closely with the Division of Quality & Health Outcomes in establishing, implementing and measuring performance standards for EPD LTCA programs. Prepares visual presentations for discussions on the status of performance and operations of LTC programs (EPD Waiver and/or special projects) with a targeted audience to include senior management, stakeholders and other key personnel.
Comprehensive knowledge of general guidelines related to Medicaid programs offered through the LTCA, other general health care laws, regulations and practices. Expert knowledge in interpreting and analyzing information in the district’ state plan, laws, regulations and program policies related to services delivered through the LTCA. Comprehensive knowledge of the mission, goals and expected program outcomes for DHCF and Medicaid funded services and supports. Expert knowledge of standard research, data analysis techniques and ability to summarize information inclusive of recommendations derived from information gathered through data pulls and research. Ability to use personal computers and software such as Microsoft Office package, Vizio, Adobe Photoshop, Corel, SPSS, STATA, and SAS. Project management skills to assist in planning and organizing projects scheduled concurrently. Effective oral and written communication skills. Exercise professional tact and discretion when handling sensitive information. Ability to interact with and present to all staff levels including senior and executive management staff.
QUALIFICATION AND EDUCATION
Specialized Experience: Specialized experience is an experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining: This position is covered under a collective bargaining unit, American Federation of State, County and Municipal Employees (AFSCME), Local 2401, and subject to union dues thru payroll deduction.
