Job Description

Purpose of Job

The job holder is responsible for designing and developing Tax and Zakat core business applications in order to meet ZATCA business requirements within ZATCA IT enterprise architecture.

Job Responsibilites

Strategy and Planning

  • Implement and ensure the achievement of ZATCA’s strategy, aspirations and Tax and Zakat Applications specific objectives
  • Provide input to identify Tax and Zakat Applications required projects to meet future demands
  • Implement plans and provide input to enable achievement of Tax and Zakat Applications goals that support ZATCA’s overall strategic plans

Budget Management

  • Participate in Tax and Zakat Applications annual budgeting cycle and process
  • Manage Tax and Zakat Applications efficiently and within budget, and report accurately on progress made and challenges encountered

Detailed Design

  • Manage the selection of Tax and Zakat core applications system architecture components and the development of complex systems architecture ensuring alignment with enterprise architecture
  • Monitor the development of detailed technical specifications and their translation into detailed designs in order to ensure effective implementation
  • Coordinate the design activities to ensure adherence to standards and procedures and to mitigate potential technical risks from introducing new functionalities
  • Build core business application domain knowledge in order to provide expert advice on technical aspects of Tax and Zakat core applications system development and integration

Implementation

  • Manage project lifecycle for Tax and Zakat core applications development ensuring a structured approach to guarantee successful outcomes in the different project phases (planning, execution, monitoring, and closure)
  • Review, guide, troubleshoot and resolve issues escalated during implementation in order to minimize negative effects on project performance
  • Manage user acceptance testing of all Tax and Zakat applications before their launch to make sure they can operate in real-world scenarios according to specifications
  • Coordinate with Digital Change Management in order to timely plan the launch and rollout of Tax and Zakat applications

Change and Support

  • Manage changes and modifications of Tax and Zakat core applications and ensure testing and rollback plans are properly developed
  • Provide expert support in handling incidents and solving problems related to applications in order to maximize incident handling efficiency
  • Manage the continuous improvement of Tax and Zakat core applications and user experience to proactively integrate users’ explicit and implicit needs

People Management

  • Participate in the identification and recruitment of key talent
  • Guide, mentor and support direct reports in order to execute duties according to set policies and processes
  • Perform on-the-job training for direct reports and provide feedback

Communication and Contacs

Eductaion

  • Bachelor’s degree in Computer Science, Information Technology, or equivalent is required
  • Master’s degree in Information Technology Management, Computer Science, Business Administration, or equivalent is preferred

Experience

An optimal of 7 years of relevant experience, with a preferred 2 years of experience in managerial level
