The Program Manager (Strategic Level Security Cooperation) serves as the senior interlocutor with the U.S. Government, overseeing daily contract taskings, deliverables, quality control and assurance, compliance, and client management activities. This position requires approximately 80% or more of work hours onsite and availability by telephone within 30 minutes during core hours when teleworking. The Program Manager is responsible for managing contract travel requirements, preparing travel documentation, and tracking burn rates, while also conducting in-processing and out-processing for contract personnel. They develop and maintain a deep understanding of security cooperation authorities, legislative actions, and funding mechanisms to ensure alignment with DoD objectives. Key duties include preparing and coordinating official documentation, maintaining accurate program records (e.g., meeting minutes, action items, cost/schedule data), and delivering monthly reports to government stakeholders. Additionally, they provide support for Assessment, Monitoring, and Evaluation policies or regional security cooperation strategy development as needed. This role requires exceptional organizational, communication, and strategic management skills to ensure compliance, effective program execution, and alignment with overarching defense priorities.
Minimum Qualifications
- Security Clearance: Top Secret
- Education: Masters degree in a field directly related to business management, program management, or national security.
- Experience:
- A minimum of fifteen years of program management experience in strategic defense policy environments similar to OSD components at the Under Secretary level, leading and supervising multi-disciplined teams of research analysts and multiple operational departments.
- Equivalent military experience is acceptable in lieu of civilian program management experience.
- Management experience in OSD, Joint, or Military Service component.
