About the Role
Join Parsons Corporation in Dubai as a senior leader overseeing a high-stakes portfolio of infrastructure projects for a key UAE government client. This position requires a driven, strategically minded program director who can foster client trust, optimize portfolio outcomes, and lead diverse teams within complex infrastructure initiatives.
Core Responsibilities
- Guide strategic direction, governance, and performance of a major government project portfolio.
- Act as the senior Parsons representative to executive stakeholders, nurturing lasting relationships with clients, partners, and delivery teams.
- Monitor and ensure portfolio success across safety, quality, scope, deadlines, budgets, risks, commercial factors, and stakeholder contentment.
- Provide decisive leadership, thorough reporting, timely escalation, and informed decision support to Parsons executives and client contacts.
- Manage multidisciplinary teams ensuring optimal resource allocation, expertise, and focus on delivery.
- Implement rigorous commercial oversight covering forecasting, profit margins, contract management, change control, and risk reduction.
- Pinpoint growth opportunities to enhance Parsons' role, improve performance, and deepen client collaboration.
- Exemplify Parsons' values by promoting accountability, cooperation, safety, and quality standards.
Required Qualifications and Skills
- Bachelor’s degree in engineering, construction management, project management, business, or related field.
- Minimum 20 years of advancement in leadership roles within infrastructure, construction, engineering, or program/project management.
- Experience leading large and intricate projects/programs for government or public-sector clients.
- Strong expertise in commercial management, financial oversight, contracts, risk mitigation, and operational leadership.
- Proven ability to direct multidisciplinary teams within complex stakeholder frameworks.
- Executive-level communication proficiency with capabilities to influence senior clients, partners, and internal leadership.
- Comprehensive knowledge of project controls, governance practices, safety protocols, quality assurance, design, and construction delivery.
Preferred Skills and Experience
- Advanced degree, professional certifications, or accredited program/project management qualifications.
- Prior experience working in the Middle East and with UAE government entities.
- Insight into regional markets with capacity to bolster client growth, portfolio enlargement, and strategic positioning.
- Track record in enhancing program governance, recovering project performance, and achieving complex stakeholder consensus.
