JOB SUMMARY:

Performs complex duties in support of county Geographic Information Systems (GIS) including analysis of a variety of spatial and non-spatial datasets. Performs cartographic work for various county departments with varying degrees of complexity. Supports the development, implementation, and maintenance of the County’s GIS. Work involves ongoing analysis and modification of the system to meet departmental needs including the assimilation of a variety of geographic information into a comprehensive database.

Creates and maintains geographic data in spatial and non-spatial formats. Updates geographic featuresusing GIS software from electronic or paper sources such as forms, shapefiles, file-geodatabases, maps,databases and GPS devices or files.

Analyzes GIS data requirements. Researches and assesses potential sources of spatial data for quality,accuracy and completeness. Designs processes to link to databases and corresponding geographicfeatures. Coordinates GIS data acquisition and sharing efforts with internal and external agencies.

Plans and directs steps for geographic database creation, application, display, and document production. Performs complex system modeling activities to ensure appropriate program development, coordination and use.

Plans, develops, and implements GIS COTS applications and systems.

Coordinates collection of field data by county personnel. Develops data standards and methodology for data collection. Ensures completed work complies with data standards.

Develops, customizes, and manages Mesa County’s ESRI based open data portal.

Confers with and acts as the department’s liaison with county departmental staff to define needs, coordinate system integration, and provide technical support for the maintenance, and operations of GIS equipment, databases, portals, and web applications.

Trains county employees on data creation, updating, and editing functions related to GIS applications individually and in groups.

Installs and modifies software and software updates ensuring that these conform to system specifications.

Monitors developments in the field of geographic information system usage, determines their potential effect upon the agency’s system, and recommends procedural and equipment changes to ensure system updating.

Performs other related duties as assigned.

Minimum Requirements

MINIMUM QUALIFICATIONS REQUIRED:

Education And Experience

Bachelor’s degree in geography, GIS, or related field and four (3) or more years of related experience in GIS hardware and software applications.

Any combination of education, training and experience which provides the knowledge, skills and abilities required for the job.

Licenses And Certifications

GIS Certification (desired)

Physical Requirements And Working Environment

This position requires standing, stooping, sitting, bending, twisting, and lifting up to 25 pounds.

Work is generally confined to a standard office environment. Employees may be exposed to possible bodily injury from electrical shock.

Some after hours/modified work scheduling may be required to accomplish project goals.

Duties may require some outdoor field work.
