Key Responsibilities
- Collaborate effectively with government leads, support staff, and stakeholders to grasp project needs and objectives.
- Maintain consistent and open lines of communication with all parties involved in the acquisition process to guarantee alignment and successful outcomes.
- Develop comprehensive and organized procurement packages, including Statements of Work (SOW), Performance Work Statements (PWS), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Market Research Reports (MRR), and selection criteria.
- Leverage agile principles and best practices to produce procurement documentation that supports various facets of program management, software development, and cloud migration.
- Analyze requirements and previous contract performance to draft effective procurement documents.
- Conduct market research and assess trends to guide procurement strategies and explore alternative sources.
- Formulate evaluation methodologies and selection criteria for source assessments.
- Assist in contract administration, ensuring adherence to contract terms and conditions.
- Support the execution of contract modifications, amendments, and renewals.
- Monitor contractor performance in line with established Quality Assurance Surveillance Plans (QASP) and Key Performance Indicators (KPIs).
- Manage contract deliverables and oversee vendor onboarding/offboarding processes.
- Maintain meticulous records of contract administration activities and provide status updates.
Qualifications
- Bachelor’s degree in Business, Finance, Contract Management, or a related discipline.
- 3-5 years of relevant experience in acquisition support, procurement, or contract management, ideally within a government context.
- In-depth understanding of federal procurement regulations and policies.
- Familiarity with agile methodologies, particularly in procurement or software development contexts.
- Proficient in Microsoft business tools, including SharePoint and Teams.
- Exceptional communication, negotiation, and collaboration abilities.
- Proven capability to operate effectively both independently and within a team in a dynamic environment.
