Job Description

Vineyard City is seeking a project manager to oversee capital construction projects and ensure efficient project execution from start to finish. This role involves managing budgets, reviewing construction plans, coordinating with contractors, and ensuring compliance with city, state, and federal regulations. The ideal candidate is highly organized, detail-oriented, and experienced in construction management or civil engineering.

Key Responsibilities

  • Lead capital construction projects from planning to completion, ensuring quality, budget adherence, and regulatory compliance.
  • Develop Requests for Proposals (RFPs) and assist in selecting contractors and managing contracts.
  • Oversee construction documentation, inspections, and project closeouts.
  • Review and approve engineering submittals, construction plans, and specifications for city infrastructure projects.
  • Monitor project budgets and funding sources to maintain financial accountability.
  • Work closely with architects, engineers, contractors, and city staff to resolve construction challenges.
  • Assist in the development of asset management strategies for city infrastructure.
  • Learn and utilize Geographic Information Systems (GIS) for project planning and tracking.

Additional Responsibilities

  • Serve as the floodplain manager, ensuring city compliance with FEMA regulations and floodplain development permits.
  • Oversee stormwater compliance under the MS4 permit, conducting inspections and regulatory reporting.
  • Develop and implement city policies related to construction, project management, and environmental compliance.
  • Coordinate with state and federal agencies on infrastructure and environmental regulations.

Ideal Candidate

  • Bachelor’s degree in construction management, civil engineering, environmental sciences, or a related field.
  • Four years of professional experience in construction management, project management, or onsite inspections.
  • Strong understanding of construction processes, project budgeting, and regulatory compliance.
  • Ability to coordinate across departments and solve problems in a fast-paced environment.
