Overview

Under the direction of the Director of Supply Chain, manages a team of subcontracts and procurement professionals supporting the programs in the ME from the Qatar Regional Office while actively working the more complex subcontracts. Assists in ensuring Subcontracts compliance on corporate policies, legal issues, FAR guidelines, and customer requirements. Works on complex problems, exercising ethical judgment within broadly defined practices and policies. Participates in making and approving decisions related to Subcontracts management and Procurement of materials and services. Responsible for cradle to grave subcontracts and purchasing activies being worked out of the Qatar Regional office, including but not limite to, issuance of Request for Proposal/Quote, subcontractor cost or price analysis, subcontractor negotiations, Subcontracts awards and change management through Modifications and/or Amendments. Administers in a paralegal manner on all interpretations of Subcontracts and Amendments, Teaming Agreements, Consultant Agreements and any other subcontract legal documents. Administers one or more major multimillion dollar subcontracts. Responsible for protecting the legal and financial interest of the Corporation during all discussions and interaction with customers, clients, etc. Provides direct leadership and supervision of the Qatar office supply chain professionals, including subcontracts administrators and purchasing professionals, including training, resource allocation, mentoring, performance assessments, and driving the strategy and vision as established by the Vectrus Coroporate Supply Chain leadership.

Responsibilities

  • Manage team of supply chain professionals (procurement and subcontracts); accountable for team work product quality and compliance
  • Ensures all actions of the team, including subcontract and purchase order awards, are in full compliance with Vectrus Corporate Purchasing procedures and policies as well as Government Prime Contract requirements.
  • Manages/administers execution of Consultant Agreements, Nondisclosure Agreements, and Teaming Agreements, as required for new captures as assigned in the region.
  • Reviews and interprets subcontracts specifications, requirements and terms and conditions for incorporation into proposal submittal to customers.
  • Support the issuance of RFPs to prospective subcontractors and vendors and provides expertise to service selection activities.
  • Continuously monitors awarded subcontracts performance to ensure that all contract terms and conditions are met and assists Program Managers in the business management of subcontracts.
  • Assists in directing coordination with other departments on matters related to Subcontracting; prepares responses as necessary to customer correspondence and other requests.
  • Leads negotiations with subcontractors; documents reviews of subcontracts; makes recommendations to management to execute subcontract documents; obtains necessary consent and subsequently issues subcontract.
  • Assist in communicating Subcontracting policies/standards to Subcontract Administrators operating/performing administration on projects/programs in Systems Division.
  • Performs other duties and assignments as required.

Qualifications

  • Education/Certifications: One year related experience may be substituted for one year of education, if degree is required.
    • Bachelors Degree in Business or Finance or related field. Certification by National Contract Management Association (NCMA) is desired.
  • Experience:
    • Minimum ten (10) years’ experience or equivalent working a wide variety of contracts and subcontracts with a strong background in Subcontract administration and management.
    • Five (5) years’ experience with government contracting. A purchasing or procurement environment is a plus.
    • Must have working knowledge of the Federal Acquisition Regulations (FAR), contract law, purchasing policies and procedures, basic software worksheet technologies, and the ability to meet with, work with and brief senior management personnel.
