Job Description
Soft Tech is seeking a Proposal Manager to support the Proposal Team in Chantilly, Virginia. Our Proposal Team is comprised of full-time Proposal Managers who respond to a variety of federal RFPs, RFIs, and task order RFPs for federal customers including DHS, HHS,DOL, and DoD. As a small business, our Proposal Managers are involved hands-on throughout the proposal process, to include writing proposal sections and helping to develop graphics. The Proposal Manager wears many hats, including technical writer, editor, and proposal coordinator. Additional responsibilities include
- Fully responsible for overseeing and managing the entire proposal lifecycle, from pre-RFP release to delivery. The Proposal Manager may often manage multiple proposals, so the ability to multi-task under tight deadlines while remaining organized and detail-oriented is a necessity
- Responsible for ensuring compliance and quality of assigned proposals
- Develop proposal outlines, schedules, and templates
- Determine writing assignments and coordinate with writers to ensure milestones are met
- Coordinate and lead color team reviews
- Leverage the proposal library to fill technical approach with boilerplate, then work with technical writer(s) to tailor and write new material as necessary
- Write the non-technical sections of proposals, (executive summaries, management approaches, transition plans, past performance project citations, staffing approaches, and key personnel resumes, etc.)
- If technical writer(s) are unavailable, leverage boilerplate and interview program managers and other technical personnel to collect technical and methodology information and subsequently incorporate that information into technical proposals.
- Coordinate with personnel responsible for pricing to ensure compliance with RFP instructions and compile the pricing volume
- Edit proposal documents for grammar, consistency and overall message and themes
- Edit proposals to ensure they are customer-focused, have a common tone throughout, clearly and accurately communicate the company’s relevant experience, technical solutions, project management approach and win themes/discriminators.
- Apply winning proposal concepts and procedures along with solid writing methodologies.
- Review RFP and RFQ inquiry documents for special requirements.
- Work with graphic designer to tailor/update existing graphics and develop new graphics in PowerPoint.
- Directly responsible for format and final editing prior to submission.
- Responsible for performing proposal production according to instructions (hard copies, CDs, email, etc.).
- Perform initial assessment of the technical, financial, schedule or any other unusual risks associated with responding to an RFP, and work with senior management to determine a bid/no bid decision
- Coordinate submission of RFP questions to the government
- Manage feedback and input on each proposal project for “lessons learned” to incorporate in future proposals
- Develop compliance matrices for each proposal and review proposal using the matrices to ensure compliance with RFP and SOW requirements.
- Support development of requests for information (RFI).
- Dissect proposals and contribute to maintenance of proposal library
- Participate in pipeline review meetings and bid/no bid decisions
- Develop in-depth knowledge of the company, its contracts, and proposal library
- At least 5 years of work experience as a Proposal Manager
- Experience writing and managing Information Technology services proposals preferred
- Bachelor’s degree in a related field
- Work experience in a Federal Government proposal environment
- Ability to manage multiple tasks under tight deadlines in a high-stress environment
- Ability to work flexible working hours needed for proposal preparation, including occasional extended hours, evening/night hours, weekends, and holidays
- Strong knowledge of Microsoft Office product suite, with advanced knowledge of Microsoft Word and PowerPoint
- Strong attention to detail and organizational skills
- Ability to work independently or as a member of a team on various tasks
- Skilled at organizing and translating information into clear written documentation; articulating complex concepts and processes in writing
- Excellent English language, grammar, and spelling skills for writing, editing, and proofreading
- Excellent interpersonal and verbal/written language communication skills
