JOB TITLE: Finance Officer- Damascus (National)

TEAM/PROGRAMME: Finance/ Syria LOCATION: Syria – Damascus

GRADE: 5 POST TYPE: National

Child Safeguarding: Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people

ROLE PURPOSE: The Finance Officer will be responsible for carrying out financial work of Damascus Office, its programs/projects and partner organizations as per the SCI financial policy and procedure. In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Finance Coordinator/ Damascus Office this position with have functional relationship with finance Coordinator on finance technical aspects

Key liaison: Staff members of Damascus Office, Program and supports teams

management: None

KEY AREAS OF ACCOUNTABILITY:

  • Preparing and delivering salary payments to national staff and volunteers
  • Prepare Bank and cash General Ledger and Cash Offline Spreadsheet (GLACOS), financial data entry on daily basis with trackers.
  • Ensuring cashbooks are maintained on a daily basis and recorded in the offline spreadsheets
  • Help in weekly reconciliations of cash (and bank if needed)
  • Ensuring that each transaction data is accurate and supporting documents related to procurement are complete and filed properly both in hard and soft.
  • Ensuring physical security of cash and financial records.
  • Assisting in delivery of trainings to staff on financial policies, procedures and processes.
  • Supporting the programme staff with cash flow forecasting and the management of petty cash.
  • Verifying partner expenditure reports and provide support to sector managers regarding partner’s liquidation reports as and when required.
  • Providing support in facilitating internal and external audits.
  • Assist Area Coordinator-Damascus in developing new budgets and realignments of existing budgets.
  • Assist Area Coordinator and finance team in preparing and maintaining cost coverage analysis for Damascus Office.
  • Assist Finance Manager in preparing grants financial reports by providing grants specific financial information on agreed timeframe.
  • Assist budget holders in preparing forecasts and analysing BvA’s.
  • Disseminate up to date grants help sheets
  • Any other task assigned by line manager

    QUALIFICATIONS AND EXPERIENCE

    Essential

  • Finance qualification required, preferably University Degree in accounting or business administration
  • 2-3 years’ experience in carrying out similar responsibility, preferably in an INGO
  • A desire to learn and work in a challenging but rewarding environment
  • Ability to work under pressure alone and as part of a team
  • A strong sense of integrity
  • Attention to detail
  • Good working knowledge of Excel
  • Good English language skills (both speaking and writing) are required
  • Experience of Agresso Finance System desirable
  • Strong communication and articulation skills in Arabic and in English; ability to explain technical issue to non-technical person in a simple way.
