Job Summary

This position is located in the District of Columbia Department of Small and Local

Business Development (DSLBD), Office of General Counsel (OGC). OGC provides legal advice and guidance to agency staff related to daily operations and programming to ensure compliance with all applicable municipal, state, and federal laws and regulations. The mission of DSLBD is to support the development, economic growth, and retention of District based businesses, and promotes economic development throughout the district’s commercial corridors.

Incumbent is responsible for supporting OGC through the management of various

projects to ensure agency compliance with applicable laws, specifically the Small and

Certified Business Enterprise Development and Assistance Act of 2005 (CBE law) and

Chapter 8 Local, Small, and Disadvantaged Business Enterprises Contracting of Title 27 Contracts and Procurement of the District of Columbia Municipal Regulations, related to public-private development (PPD) projects.

Duties And Responsibilities

Manages assigned projects to ensure compliance with District laws and regulations with

a focus on agency compliance related to equity and development participation

requirements for real estate PPD projects as outlined in the CBE law. Engages regularly with equity and development PPD participants and collaboratives with PPD stakeholders as well as internal and external agency stakeholders to resolve potential issues or conflicts. Provides analyses and written report updates on PPD equity and development participation and CBE subcontracting goal progress to OGC at a consistent, predetermined schedule.

Maintains document tracking system, ensuring PPD files and records are complete and

up to date. Reviews PPD documents, including closeout letters, drafted by specialists prior to review by OGC. Evaluates, assists, and conducts critical analyses of PPD agreements, equity and development reports, quarterly project reports, and matters related. Provides recommendations to OGC regarding CBE law and regulation changes that would enhance the CBE Program, particularly as it relates to section 2349a of the law and relevant regulations which govern equity and development participation requirements. Stays informed of developments, trends, and industry practices in real estate finance, with a particular focus on PPD projects. Assists OGC with organizing and compiling information in response to Freedom of Information Act (FOIA) requests.

Qualifications And Education

Specialized Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. Preferred Real Estate background.

The work is performed in an adequately lighted, heated, and ventilated office environment. A hybrid remote telework/in-office schedule option is available.
