Description

The Asia Resilient Cities (ARC) Project is a five-year cooperative agreement funded by the U.S. Agency for International Development (USAID) and implemented by JSI with partners BRAC, DevTech Systems, Inc., ICF, International Organization for Migration, John Snow India Private Limited, and The Asia Foundation. ARC addresses urban development challenges in select cities across Asia by promoting sustainable urban growth, supporting resilient low-carbon infrastructure, and integrating climate-conscious approaches.

The ARC City Project Officer will provide essential programmatic and operational support to the City Project Manager to ensure the successful implementation of project activities. The Officer will assist in managing the workplan activities, liaise with F&O staff, , and facilitate smooth coordination with city government counterparts and other stakeholders. This is a full-time position based in Bishkek, reporting to the City Project Manager.

The ARC City Project Officer will play a critical role in providing programmatic and operational support to the City Project Manager.

Responsibilities

The ARC City Project Officer will be responsible for supporting day-to-day project activities, ensuring their alignment with ARC’s objectives, and liaising with key city officials and stakeholders. Specific responsibilities include:

  • Support the City Project Manager in managing day-to-day ARC activities, ensuring they align with project expectations, city, and global work plans.
  • Act as a secondary point of contact for city government authorities, civil society organizations, and other relevant partners, assisting the City Project Manager in maintaining productive relationships.
  • Participate in government and stakeholder interactions as needed to represent ARC.
  • Assist in the preparation and submission of annual city work plans, ensuring timeliness and accuracy.
  • Provide organizational support in planning and conducting workshops, training sessions, and other stakeholder engagement activities.
  • Assist in monitoring and tracking project progress against city-level monitoring, evaluation, and learning (MEL) targets, and reporting data to the City Project Manager.
  • Liaise with F&O staff to ensure compliance with USAID, JSI, and local rules and regulations governing project operations.
  • Help in gathering, organizing, and analyzing city-level project data, including financial reports, datasets, and technical documentation.
  • Participate in the preparation of quarterly, semiannual, annual, and end-of-project technical and financial reports for the ARC City Project Manager.
  • Support the City Project Manager in identifying opportunities to increase ARC’s visibility through communications strategies at the city level, including sharing success stories and promoting the project’s brand.
  • Attend ARC project team meetings, providing city-level updates and contributing to knowledge-sharing across cities.

Qualifications

The ideal candidate will have strong organizational and communication skills, and be able to assist the City Project Manager in managing day-to-day project tasks. Required qualifications include:

  • University degree in Environmental Science, Sociology, Social Work, Urban Development, Economics, or a related field.
  • Experience in urban development, climate change, disaster management, or related sectors preferred.
  • At least 5 years of experience working with local stakeholders, preferably in the context of city government or urban development projects.
  • Excellent communication skills, both written and oral, in Kyrgyz, Russian and English.
  • Strong ability to manage multiple tasks, pay attention to detail, and meet deadlines.
  • Ability to work collaboratively in a multicultural environment.
