JOB SUMMARY: This position is responsible to research, source, develop and implement effective and efficient recruiting and staffing strategies to attract a diverse pool of qualified talent for the organization. Manages the candidate through full recruitment, hiring and onboarding cycle.
Job Requirements
Education: Bachelor’s degree in Human Resources or related field required.
Experience
A minimum of 5 years managing all phases of the talent acquisition, recruitment and hiring process required. Two years’ experience in the public sector and/or union environment strongly preferred.
Technical Expertise
- Read, understand, and communicate information and ideas presented in writing.
Excellent verbal and written communication skillsrequired. Proper spelling, grammar, punctuation, and sentence structure to ensure that written materials prepared and reviewed are complete, succinct, and free of errors.
- Experience working with all levels within an organization is required.
- Experience with salary scales, compensation and negotiation tactics required.
- Experience in public library or public-sector is preferred.
- Intermediate proficiency in MS Office, HRIS, ATS or similar software is required. Relevant business equipment including the use of basic computer programs and systems.
Driver License: Current driver license is required.

Essential Duties And Responsibilities
Evaluation of this position is based primarily on performance of the following essential functions, which include, but are not limited to:
- Develops, facilitates, and implements all phases of the recruitment process to fill job vacancies and build candidate pools and pipelines.
- Collaborates with department managers/directors to identify and draft detailed and accurate job descriptions and hiring criteria.
- Identifies and implements efficient and effective recruiting methods and strategies based on the needs of the organization.
- Creates, completes, updates and maintains job postings and advertisements on internal/external websites, job boards, and social media sites.
- Screens applications and selects qualified candidates based on organizational fit, qualifications, policy and guidelines.
- Utilizes strategic and specific sourcing tools and channels to drive candidate awareness, market CPL and enhance diversity recruitment.
- Corresponds with applicants. Schedules interviews; oversees preparation of interview questions and guides and other hiring and selection materials.
- Assists with the interview process, attending and conducting interviews with managers, directors, and other stakeholders.
- Collaborates with the hiring manager and/or other human resource staff during the offer process, identifying and recommending salary ranges, start dates, and other pertinent details.
- Participates, assists and/or facilitates recruitment meetings with managers/directors to diagnose or clarify hiring needs or issues to ensure clarity, goals or outcome alignment. Provide hiring managers with timely information on the status of recruitment efforts.
- Ensures compliance with federal, state, and local employment laws and regulations, and company policies.
- Administers or assists candidate assessments and testing.
- Collaborates with HR Director and CTO to create and utilize metrics and reports to drive continuous improvement and influence recruitment and hiring decisions.
- Participate and partner with HR director and CTO to forecast and develop plans for key staffing initiatives.
- Assist with HR retention strategies and retention programs.
- Monitor best practices in employee benefits and perks in relation to competitive recruiting.
- Assist HR (specialist/coordinator/assistant) with candidate onboarding and orientation preparation.
- Attends and participates in college and career job fairs, open houses and recruiting sessions.
- Provides excellent candidate customer service and ensures a pleasant, professional candidate experience. Maintains positive candidate relationships and talent pools for future hires.
