CONTRACTS MANAGER

PURPOSE OF WORK:

To supervise and maintain SAMREF Contracts & Blanket Agreements to ensure that cost effective and efficient as Contract Services are procured and received in a timely manner and in accordance with SAMREF Policy and Procedures.

REGULAR ASSIGNED DUTIES:

  • Provides supervision and work guidance/advice to section subordinates and users. Reviews and delegates requests for all blanket agreement and contract services to subordinates for action. Also approves contracts and blanket agreements in line with the LOAS.
  • Interprets SAMREF’s Contract policy and procedures and ensures that services and materials are procured cost effectively, timely and in accordance with these Procedures.
  • Supervises Contractors’ qualification, rating, updating and performance monitoring. Ensures their conformance to contractual requirements.
  • Initiates and arranges the development of high-value project Agreements/contracts i.e., Blanket Agreement, and Auctions.
  • Coordinate Contractors Surveys & Industry Benchmarking and other strategic projects, initiatives/proposals which benefits SAMREF Organization.
  • Controls the unit workload distribution, ensures the prompt operation of the unit, recommends sources of Contract services and supplies, reviews & selects commercially reliable contractors to provide efficient services for continuous smooth operation of SAMREF Refinery.
  • Coordinates on-the-job training of subordinates, provides the necessary steps for staff development.
  • Perform any other duties and tasks which may be assigned by department GM.

Education:

Bachelor’s degree from accredited University in Sciences, Engineering or equivalent.

Experience:

Minimum 10 years relevant purchasing / contract (full-time) experience in Oil & Gas Refineries.
