Job Description
The Business Support Officer is responsible for the day-to-day coordination and management of the regional business support team, which provides a range of administrative services to management and staff, including support for operational, human resource (HR), finance, procurement, staff development and other functions.
The role also has responsibility for the accurate and efficient production of various functional area reports, correspondence and documentation.
Through strategic planning, best practice governance and business improvement initiatives, the Business Support Officer actively contributes to the achievement of QAS business objectives and key performance indicators and provides a high level of assistance to the region in support of operational service delivery.
- Manage and coordinate a wide range of administrative support functions including reception and telephone coverage; responses to routine enquiries; process and database administration; establishment management; HR and financial management services; procurement; records management; and the preparation and distribution of various reports, documentation and correspondence.
- Plan and implement strategies and initiatives to ensure the delivery of contemporary, best practice, governance focused business support services and the continuous improvement of business support functions, processes and performance.
- Effectively manage multiple administrative resources to ensure continuity of high-quality support to regional managers and staff.
- Ensure that administrative staff are appropriately trained and managed to effectively deliver the services required and ensure support arrangements have the flexibility to readily accommodate changing circumstances.
- Monitor and manage the distribution of workloads and responsibilities for administrative staff and provide advice, support and recommendations regarding excessive or unbalanced workloads.
- Ensure compliance with relevant legislation, policy and standards for a range of corporate systems and processes, including the provision of recommendations to ensure effective governance and enable business improvement opportunities for regional and statewide operations.
- Develop and maintain a reporting regime which identifies risks or issues which need to be addressed and monitors remediation action, for example, corporate card practices, clinical skills maintenance etc.
- Deliver high-quality, accurate and timely financial accounting services and advice, including accounts payable and receivable, debt management, ledger maintenance, corporate card reconciliation etc. and manage compliance with financial accounting reporting requirements.
- Maintain financial accounting records securely and effectively and in compliance with relevant standards.
- Assist with the preparation of operational budgets for review and approval and provide accurate, meaningful, and timely management accounting reports.
- Identify various issues of concern and ensure they are appropriately investigated, corrective action is taken, and improved practices are implemented, to ensure continuous business improvement.
- Facilitate the resolution of staff payroll problems, conditions of service and establishment related issues with Queensland Shared Services (QSS).
- Ensure the accurate and appropriate usage and maintenance of HR systems, databases and records in line with QAS policy and compliance requirements.
- Ensure the delivery of timely and accurate administration and maintenance of appropriate systems for minor works and capital equipment purchases and contracts, facilities security and management.
- Oversee and maintain appropriate systems for facilities security, including ID cards, electronic access hierarchy, key access etc.
- Effectively manage the administrative processes of the Clinical Education Unit, including records maintenance, course administration etc.
- Conduct performance reviews for administrative staff and manage/escalate any performance issues in line with the QAS performance management policy.
- Provide leadership and mentoring to administrative staff and other Business Support Officers to develop capability and ensure the delivery of consistent, best practice, statewide corporate support functions and standards.
- Undertake policy and procedural reviews and provide recommendations to enable business improvement opportunities for regional and statewide operations, in line with QAS strategic priorities.
