About The Position
The Bureau of Population, Refugees, and Migration (PRM) is the humanitarian bureau of the State Department. PRM promotes U.S. interests by providing protection, easing suffering, and resolving the plight of persecuted and forcibly displaced people around the world. The purpose of the contract is to support PRM’s ongoing oversight of humanitarian assistance for Palestinians in Gaza, the West Bank, and Lebanon, through in-person and remote observation of implementing partners’ (IPs) program activities and through the collection and independent analysis of partner performance and risk management data.
Dexis Consulting Group (Dexis) is seeking to hire a Chief of Party (Performance Monitoring Specialist, Senior) to lead Third-Party Monitoring (TPM) services for State’s PRM Bureau in Gaza, the West Bank, and Lebanon. The Chief of Party will direct TPM activities in the field. S/he shall be the primary person responsible for deliverables, quality control, and training efforts in the field. This position is expected to be based in the region, working full-time.
This position is contingent upon contract award. Selection of the final applicant is subject to the client’s approval.
Responsibilities
- Serve as main point of contact and liaison with PRM Contracting Officer’s Representative (COR) and Program teams.
- Liaise with PRM-funded implementing partners and other relevant stakeholders at the field level.
- Oversee proper implementation, adequate monitoring, and sufficient coordination of all field activities.
- Track and assess program-related and external developments closely at the field level to provide progress reports to the PRM COR and Program staff.
- Ensure robust monitoring and reporting framework into which monitoring operations in the field will feed key information related to program progress and field developments.
- Review and edit all monthly monitoring reports and other deliverables for PRM for readability, utility, quality, and compliance with contract.
Qualifications
- Minimum 15 years of management experience, including managing complex field operations, ideally similar third-party monitoring/data collection efforts in challenging operating environments.
- Minimum 5 years of experience work on humanitarian or refugee issues.
- Strong understanding of monitoring and evaluation, and remote and in-person data collection processes.
- Strong understanding of cultural, political, and social issues in the region.
- Fluency in English. Arabic language a plus.
Below is the pay range aligned with this position. When developing a range, Dexis evaluates compensation holistically, triangulating between external market research, our budget for the position, and internal equity to arrive at a figure that is fair and competitive. Offers within this range will be based on an individual candidate’s qualification, relevant education and experience, skills, performance, and organizational needs.

$140,000—$185,000 USD
