Job Description

JOB SUMMARY: Under direct supervision, performs a wide range of office administration duties for assigned functions or program areas, duties may be complex in nature and may involve access to confidential information. May research, investigate, and/or resolve program data or issues. Drafts

documentation, reports, or presentations. Represents program or unit, provides information and assistance to internal and external customers.

JOB SPECIFIC DUTIES: Under general supervision, examines computer input and output documents to determine exceptions to productivity system standards. Exercises independent judgment and initiative to make decisions about the source document data and the output reports within established guidelines. Presents productivity reporting exceptions to management for review and suggests possible reasons for the exceptions so that computer output will be accurate and dependable for use in management decisions about productivity and budget preparation, etc. Enters data into computer terminal, and corrects errors in computer output. Provides training and advice to other clerical personnel in complex coding and error resolution. This position will monitor and coordinate the Highway Maintenance Management System to ensure quality control. Works with the District Maintenance Engineer on the District HMMS Budget and monitors Daily Work Reports.

Minimum Qualifications

The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Minimum Qualifications.

State Entry Qualifications

  • Associate’s degree from an accredited college or university
  • OR Two years of related experience

Agency Minimum Qualifications

  • Experience with computers (i.e. data entry, reporting, electronic filing, etc)
  • Ability to work with foremen, secretaries, and other administrative personnel in gathering and organizing data relating to maintenance operations
  • Ability to read, write and edit reports of daily maintenance activities
  • Ability to receive, examine and enter data into computer system within specific time periods
  • Ability to solve common math problems and uses sound judgment to determine best solutions
  • Ability to grasp information quickly and put it to use
  • Ability to communicate with other personnel within the Department in verbal, written, and electronic form
  • Ability to explain learned techniques to others
  • Possesses ethical work habits; is responsible; is willing to work with others

Agency Preferred Qualifications

  • Possesses a familiarity of the Highway Maintenance Management System
  • Ability to research and formulate conclusions regarding missing or inaccurate data in a system
  • Ability to extract statistical data from GAMS using Discover Oracle and ad hoc Reporting (i.e. man hours, productivity, or tonnage vs. mileage rate)
  • Ability to see the flow of work activities based on available data
  • Ability to use selected rules, principles, relationships, and existing information to determine the best solution to problems
  • Ability to implement innovative strategies
  • Ability to train and convey new ideas/programs of the maintenance management system to maintenance employees.

Good Employment Standing

In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
