Role Summary
This position is for a seasoned Technical Proposal Manager who will take ownership of technical bid preparation and submission for major infrastructure tenders in Saudi Arabia. The role involves coordinating closely with engineering, commercial, and leadership teams to produce compliant, persuasive, and competitive submissions for clients.
Core Responsibilities
The selected candidate will manage the full technical proposal cycle, including PQQs and EOIs, while ensuring every submission aligns with client requirements and deadlines.
- Develop complete technical tender submissions that fully meet RFP specifications.
- Draft, refine, and polish technical narratives, construction methodologies, execution strategies, and related management plans.
- Compile and arrange all bid documents, such as technical files, commercial attachments, forms, schedules, and supporting certificates.
- Submit tender packages through client procurement portals including SAP Ariba, Aconex, and Etimad.
- Create technical presentation material for client meetings whenever needed.
- Work with the estimation team to review BOQs, address commercial clarifications, and complete submission forms.
- Liaise with internal stakeholders across management and departments throughout the tendering process.
- Coordinate with JV partners for joint bids and shared submissions.
- Manage post-tender clarification requests and prepare responses as required.
- Monitor tender milestones, addenda, clarification requests, deadline changes, extension requests, and other submission obligations.
- Maintain communication with clients through procurement portals, email, and formal correspondence.
- Prepare PQQ packages for prequalification and company registration activities.
- Keep company credentials, project reference sheets, and key personnel CVs current and readily available.
Qualification and Experience
Applicants should hold a bachelor's degree in Civil Engineering, Construction Management, or a closely related field. A minimum of 10 years' experience in construction or infrastructure is required, including at least 5 years specifically in tendering or proposal management. Candidates must have direct project experience in Saudi Arabia; applications without KSA experience will not be considered. Experience handling proposals for large infrastructure works such as roads, bridges, tunnels, and drainage systems is essential. Strong familiarity with PQQ and EOI procedures for Saudi clients such as QIDDIYA, RCRC, Aramco, or comparable organizations is needed. Practical exposure to procurement systems like SAP Ariba, Aconex, Etimad, or similar platforms is also required. Excellent English technical writing ability and the capacity to produce high-quality documents under tight deadlines are important. Experience with Vision 2030 / GIGA projects such as NEOM, Red Sea Global, Qiddiya, and Diriyah is preferred. Knowledge of FIDIC contract forms used in Saudi Arabia is an advantage, and Arabic language skills are beneficial.
