Role overview
The Programme Lead (Senior Planning Engineer) will take ownership of project scheduling, progress tracking, forecasting, and reporting to help deliver projects in line with approved timelines, budgets, and contract obligations. Working as part of a Project Management Consultancy (PMC) team, this role supports planning across all stages of delivery, including design, procurement, construction, testing, and handover. The position also involves reviewing performance, spotting schedule threats and slippages, assessing recovery options, and providing reliable updates to management to support strong project execution decisions.
Key responsibilities
- Direct the preparation and ongoing development of construction and procurement schedules.
- Examine contract documents and recommend planning, cost, and programming revisions, including additional clauses where required.
- Track schedule movement to pinpoint problem areas and advise management on corrective measures.
- Perform studies related to scheduling, material movement, and resource flow when needed.
- Prepare a draft monitoring and reporting framework for review by management and the Engineer.
- Oversee all programme control activities for consultant monthly reporting to the Engineer.
- Monitor design progress against design schedules and budgets, and coordinate with the Engineer so design project and programme schedules can be integrated into master project and programme schedules.
- Handle and close out variance reports linked to schedule and cost reporting.
- Advise senior leadership on planning-related matters.
- Support the consultant selection process through commercial and technical evaluation.
- Assist in setting up and delivering formal project progress reporting for the client and project team.
- Prepare risk assessments and mitigation plans.
- Carry out additional duties as needed to support the role.
Qualifications and experience
Candidates should hold a bachelor’s degree from a recognised university in Engineering or a related discipline, or an equivalent qualification. Strong written and spoken English communication skills are required. The role calls for at least 20 years of post-graduate experience in project controls and planning for deep tunnel and pumping station projects, with extensive marine project experience preferred. Applicants should also bring a minimum of 12 years of experience within a Project Management Consultancy (PMC) organisation or a similar environment delivering large, multidisciplinary infrastructure programmes. Professional certification such as PMP, MRICS, or an equivalent is required.
