Role overview
The Lead Investigator is an experienced professional role focused on handling complex investigation work with limited guidance. The position involves addressing escalated matters, performing analytical case work, and shaping the organization’s investigation approach. It also includes overseeing internal investigation activities such as case intake, assessment, subpoena preparation, and case closure.
Key responsibilities
- Carry out research and benchmarking studies related to investigations to support the creation of a full investigation strategy for ZATCA.
- Help design and circulate investigation tools, templates, and checklists for use by relevant teams across the authority.
- Support mandatory employee awareness sessions to educate staff on ZATCA’s code of conduct.
- Keep investigation databases current by recording active and closed cases for future reference and archival purposes.
- Receive matters through the correspondence system and email, gather evidence, and request documents from relevant employees to build credible case files.
- Review alleged breaches and misconduct at an initial stage, assess associated risks, identify root causes, and determine whether a formal investigation is needed.
- Prepare subpoenas for the employees involved and move cases into the formal investigation process where required.
- Draft case summary reports that capture investigation progress, employee statements, notes, and recommended actions throughout the process.
- Present case reports to the Governor and Deputy Governor for review and approval, ensuring they align with investigation policies.
- Share approved recommendations with the relevant stakeholders so next steps, including disciplinary action when necessary, can be carried out.
- Track follow-ups with stakeholders on a weekly basis to make sure recommendations are implemented and the authority’s interests and reputation are protected.
- Work in line with all applicable policies, procedures, and standard operating procedures to ensure controlled and consistent execution.
- Support junior team members in resolving escalated issues and helping the team work efficiently.
- Escalate complex matters to the appropriate authority to ensure issues are properly resolved and closed.
- Perform any other duties assigned.
Education
A bachelor’s degree in Legal Studies, or an equivalent qualification, is required.
Experience
At least 4 years of relevant professional experience is required.

Additional information
