Role Overview

The HSE Engineer will report to the Lead/Manager and will be part of the COMP3 project within the HSE Department in Doha, Qatar. This position plays an important role in maintaining health, safety, and environmental compliance across all phases of the project.

Key Responsibilities

• Build, maintain, and improve the company HSE Management System in line with internal policies, legal requirements, standards, and operating procedures.
• Review how effectively the HSE system is working and identify opportunities for improvement.
• Support procurement activities by evaluating suppliers and subcontractors for HSE compliance.
• Design and deliver training sessions so teams can apply the HSE system correctly.
• Drive HSE awareness and training programs across all levels of the organization.
• Take part in HSE audits and carry out audits where required.
• Track changes in HSE legislation and advise line management on compliance requirements.
• Prepare external HSE communication and reporting material.
• Carry out statistical reviews and compile HSE reports.
• Verify that subcontractor design and construction work follows project HSE rules, local laws, and ISO 14001 / ISO 45001 requirements.
• Create and implement project-specific HSE plans and procedures throughout the project lifecycle.
• Set up and maintain an HSE audit schedule and ensure corrective actions are closed out.
• Keep the HSE action register current and monitored.
• Serve as the documentation control focal point for all project sites.
• Produce weekly and monthly HSE reports covering statistics, leading and lagging indicators, and training records.
• Support HSE Managers, Coordinators, and the Environmental & Sustainability Coordinator in tracking and completing HSE actions.
• Develop communication content, performance analysis, visual dashboards, and awareness initiatives to strengthen HSE culture.

Requirements

• Bachelor’s degree in Safety Engineering or a closely related HSE field.
• At least 7 years of experience in the oil and gas sector or EPC projects.
• Strong command of English.
• Working knowledge of HSE management systems, KPI tracking, leading and lagging indicators, and ISO 14001 / ISO 45001 standards.
• IOSH certification.
• NEBOSH IGC or an equivalent HSE qualification.
• Proficiency with Microsoft Office applications such as Word, Excel, PowerPoint, and Outlook.
