Overview

Uisce Éireann is seeking a Roads & Utilities Analyst to support its national roads and utilities work within Asset Operations. The role may be based in Cork, Mallow, or Limerick, and is mainly office-based with occasional offsite meetings.

Role summary

This position sits within the Control function of Asset Operations and plays an important part in implementing consistent national processes for road opening licences and reinstatement activity. The analyst will help ensure compliance with regulatory obligations, Department of Transport guidance, TII specifications, and industry standards, while also supporting regional teams and key stakeholders.

The role reports to the Roads & Utilities Technical Lead and involves working closely with internal teams, road authorities, and external utility partners where infrastructure interfaces occur, including rail, electricity, gas, waterways, and telecoms bodies.

Key responsibilities

  • Help develop and maintain effective road opening licence processes and systems so that works meet regulatory requirements, TII specifications, and accepted industry practice.
  • Support Regional Operations teams in overseeing Network Repair Crews involved in road opening and reinstatement projects.
  • Administer road opening licences for Asset Operations, including defect follow-up, reporting, and coordination with regional teams and crews.
  • Source and manage permanent reinstatement contractors in line with licence procedures, contract terms, and compliance standards.
  • Prepare documents, plans, and presentations using Microsoft Word and PowerPoint.
  • Build reports in Microsoft Excel and Power BI.
  • Handle road opening licences through the MapRoad Licensing platform.
  • Track contractor activity in Maximo.
  • Create purchase orders and process contractor payments in Oracle.
  • Issue and monitor work orders through GIS tools.
  • Deal with customer complaints, contractor compliance matters, payments, and defects.
  • Participate in stakeholder and site meetings when needed.
  • Develop strong working relationships with road authorities.
  • Liaise with external utilities and other stakeholders, including rail, electricity, gas, waterway, and telecoms organisations.
  • Work collaboratively with internal groups such as Regional Operations, Asset Operations Workflow, Infrastructure Delivery, Connection Developer Services, and Asset Planning.
  • Maintain knowledge of relevant standards and specifications, especially the Purple Book and TII National Road Specifications, and contribute to ongoing process improvement.
  • Assist in tracking and reporting key performance indicators.
  • Follow Health and Safety, Environmental, and Quality policies during all road opening and reinstatement work.
  • Comply with Department of Transport traffic management requirements during delivery.
  • Complete training assigned by Uisce Éireann.
  • Follow information security policies, standards, processes, and controls to safeguard business information and critical services in line with the NIS Directive and other cybersecurity regulations.
  • Support the Roads and Utilities Technical Lead and Manager, and escalate issues appropriately.
  • Perform additional duties as required to meet business needs.

Skills and experience

  • A relevant third-level qualification or accreditation is preferred, though equivalent experience will also be considered.
  • At least three years of experience in engineering or a related field, ideally in road management or utilities.
  • Strong confidence with workplace and asset systems, including Word, PowerPoint, Excel, Maximo, Oracle, GIS, MapRoad Licensing, and similar tools.
  • Very good interpersonal, communication, and influencing ability.
  • Experience coordinating work with both internal teams and external stakeholders.
  • Sound understanding of commercial contracts, dispute handling, risk reduction, and delivering outcomes on quality, time, and cost.
  • Knowledge of laws and standards for public road works, especially the Purple Book and the TII Specification for the Reinstatement of Openings in National Roads, would be an advantage.
  • LASNTG basic or advanced road opening and reinstatement accreditation is desirable.
  • Safe Pass is desirable.
  • A valid, clean, full category B Irish driving licence is required; additional licence categories are an advantage.
  • Ability to build relationships, manage differing viewpoints, prioritise work, coordinate resources, collaborate across functions, analyse information, and make well-reasoned recommendations.
  • Strong verbal and written communication skills.
