Overview
The Proposal Manager will collaborate closely with technical experts and project leaders to support business growth and help secure profitable work. This position covers the full bid and proposal journey, from capture through to conversion, within the WSP Winning Work lifecycle. The role centers on coordinating input from business leaders, technical teams, and proposal specialists to create strong, high-quality submissions.
The position is a major contributor to the development of persuasive bid documents and well-crafted written responses. After an opportunity is assigned, the Proposal Manager will set up and coordinate the bid team, engage with clients and partners when needed, arrange reviews and approval sessions, and ensure the proposal is submitted on time. The role also involves shaping win strategies, planning tenders, developing written responses, managing reviews, and handing successful opportunities over to delivery teams. A strong focus is placed on building effective strategies that translate into polished proposals.
Responsibilities
- Coordinate and support bid delivery across the full procurement cycle, including kick-off, review, and approval meetings.
- Follow established best-practice standards and comply with governance processes, including qualification, review, and close-out activities such as lessons learned sessions.
- Work with technical authors to turn specialist knowledge into strong, high-scoring proposal content.
- Help shape the winning bid approach, including win themes and storyboard planning.
- Coordinate with the wider proposals function, other business groups, and external partners or subconsultants.
- Analyse RFP documents in detail, identify requirements, and prepare clarification questions for the client.
- Draft and refine tailored, technically differentiated bid material that strengthens the response.
- Reuse and adapt existing content where appropriate, and carry out proofreading to maintain quality.
- Support project teams ahead of client interviews, including preparation of presentations and coaching.
- Gather market intelligence, competitor insights, and wider industry research.
- Track opportunities through every stage of the bid process.
- Create best-practice supporting materials such as CVs and project sheets.
- Act as a central point of reference for proposal knowledge and standards.
- Assist with marketing and communications tasks when required.
- Ensure external-facing materials reflect the WSP message and brand consistently.
- Carry out a final quality check and page turn of printed proposal documents, verifying them against RFP requirements before submission.
Requirements
- At least 4 years of overall experience, including a minimum of 3 years in RFP responses and proposal development.
- A degree in English, Business, or a related field.
- Background in architecture, engineering, or construction is preferred.
- Strong attention to detail.
- Excellent written, interpersonal, and verbal communication abilities.
- Strong organizational and time-management skills.
- Ability to manage several assignments at once, including overlapping deadlines.
- Capability to multitask and delegate effectively so tasks are completed on schedule.
