About the Role

Craven County Government is seeking a skilled Property Mapper to perform intermediate mapping, recording, and technical computer work. This role is crucial for producing and updating tax maps and E911 data for the county. The Property Mapper will be responsible for maintaining the integrity and accuracy of the county's parcel mapping and addressing systems, ensuring all ownership transfers, parcel splits, combinations, annexations, and boundary adjustments are correctly processed according to established procedures, state statutes, and departmental standards. Additionally, the position involves maintaining and updating E911 addressing and property location data to support emergency response services and public safety agencies.

The role requires regular communication and coordination with various stakeholders, including property owners, surveyors, attorneys, developers, government agencies, and emergency services personnel. The successful candidate will answer questions, explain mapping and addressing procedures, and resolve discrepancies related to cadastral and property data. This position demands a high degree of precision, analytical ability, and attention to detail to ensure accurate property assessment and taxation throughout the county. Work is performed under the general supervision of the GIS Administrator and is evaluated based on observation, conferences, and work outcomes.

Responsibilities

  • Operate GIS software to create and maintain cadastral and E911 data.
  • Maintain the GIS database by researching, analyzing, interpreting, and processing legal documents such as deeds, plats, estates, surveys, easements, subdivisions, and rights-of-way.
  • Accurately update parcel boundaries, ownership information, and related cadastral data using ESRI ArcGIS Pro and associated mapping applications.
  • Update land ownership information based on legal documents recorded with the Register of Deeds.
  • Assign parcels to the correct accounts, acreages, and tax districts.
  • Provide customer service by producing maps for the public and answering general information inquiries via telephone.
  • Handle sensitive or complex property-related inquiries with professional customer service.
  • Maintain records of estates and essential plats.
  • Conduct research on deeds and plats to resolve boundary line issues.
  • Generate new and maintain appraisal and ownership records.
  • Notify other county departments and stakeholders of changes to jurisdiction boundaries, road names, and addressing.
  • Perform related work as required and may be required to serve during times of disaster.

Requirements

  • Graduation from an accredited college or university with a bachelor's degree in geography, cartography, planning, computer science, or a related field, plus some experience with geographic information systems and data entry.
  • Alternatively, a high school diploma with two years of professional experience in land records, geographical information systems, and data entry.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the position is also acceptable.
  • Must possess a valid North Carolina driver's license.
  • Must be a Certified Property Mapper by the NC Property Mappers Association or be able to obtain certification within two years.
  • General knowledge of GIS systems, database management, and mapping principles, practices, techniques, and equipment.
  • Familiarity with CAMA systems, County addressing, and E911 systems and policies is beneficial.
  • Ability to interpret cadastral, orthoimagery, subdivision, and road maps.
  • Proficiency in reading and interpreting deeds, surveys, and estates.
  • Skill in accurately reading, comparing, and interpreting property maps and records.
  • Capacity to prioritize multiple assignments and manage deadlines effectively.
  • Ability to maintain comprehensive GIS map records with a high degree of accuracy and attention to detail.
  • Strong oral and written communication skills.
  • Proficiency in using ESRI ArcGIS Pro software.
  • Ability to establish and maintain effective working relationships and provide excellent customer service.
  • Skilled in computer operation, applicable software, and standard office equipment.
  • Must be able to perform sedentary work, exert up to 10 pounds of force occasionally, and perform basic life operational functions including pushing, pulling, grasping, talking, hearing, and repetitive motions.
  • Must possess visual acuity for operating a computer terminal, using measuring devices, inspecting small parts, preparing and analyzing data, and ensuring the neatness, accuracy, and thoroughness of work.
  • Ability to distinguish a full range of colors.
