Role overview

We are looking for a seasoned, hands-on HR leader to take charge of Human Resources, Administration, and Government Relations for our Saudi Arabia operations. This position calls for someone with solid day-to-day HR leadership experience and a deep working knowledge of Saudi labor laws, compliance requirements, and government systems. The right candidate should have directly handled government platforms, workforce administration, HR operations, and regulatory matters while guiding HR, admin, and GRO teams.

Core responsibilities

  • Independently oversee government relations work using Qiwa, Muqeem, Absher, GOSI, and Mudad, making sure the organization stays aligned with Saudi labor rules, manages inspections and labor office or Jawazat cases, responds to regulatory breaches, and supports Saudization (Nitaqat) compliance.
  • Manage the complete HR lifecycle, covering hiring, onboarding, compensation and benefits, payroll, employee relations, performance management, disciplinary processes, succession planning, engagement, and exit formalities.
  • Supervise workforce administration for both white-collar and blue-collar staff, including attendance tracking, accommodation, transport, labor camps, facilities support, manpower planning, and employee records for large-scale operations.
  • Improve HR effectiveness by strengthening policies, processes, automation, reporting, workforce planning, culture-building efforts, and initiatives that enhance retention and operational performance.
  • Direct and develop the HR, Administration, and Government Relations teams, set clear priorities, manage performance, coach team members, and ensure smooth service delivery in close coordination with executive leadership.
  • Maintain productive relationships with government entities, regulators, and internal teams, resolving compliance issues quickly and keeping HR and administrative activities aligned with business goals.

Qualifications

This role suits a candidate with a bachelor’s degree or equivalent relevant experience and at least 5 years of experience in Human Resources. The ideal applicant should also have proven strength in recruitment and talent acquisition improvement, experience in training managers and employees, excellent organization and communication skills, sound judgment, and a strong eye for detail.
