Job Summary
The Facilities Manager will be responsible for the comprehensive upkeep and enhancement of the refinery's physical infrastructure. This includes managing production support facilities, administrative buildings, utilities, and company properties to ensure a safe, efficient, and compliant operational environment. The role involves overseeing maintenance programs, managing external contractors, ensuring regulatory adherence, and driving continuous improvement initiatives.
Key Responsibilities
- Oversee all aspects of facility maintenance, including electrical, plumbing, HVAC, and general repairs.
- Manage space allocation and optimize the use of available facilities.
- Supervise the management of essential utilities such as electricity, water, gas, and waste disposal.
- Develop and implement effective waste management and recycling programs.
- Coordinate pest control and landscaping services to maintain high facility standards.
- Develop and implement robust emergency response plans for fire safety, first aid, and evacuations.
- Identify potential risks within the facility and implement effective mitigation strategies.
- Manage the installation and ongoing maintenance of security systems, including CCTV and alarms.
- Oversee access control and visitor management processes.
- Ensure strict adherence to all health, safety, and security regulations.
- Prepare and manage facility budgets, focusing on cost control and accurate forecasting.
- Negotiate and manage contracts with vendors and service providers.
- Conduct regular facility inspections and ensure prompt corrective actions are taken.
- Maintain detailed records of maintenance activities, inspections, and compliance documentation.
- Communicate facility-related updates effectively to all relevant stakeholders.
- Develop and implement strategies for energy optimization and conservation.
- Promote sustainability initiatives, including recycling and green practices.
- Implement measures to conserve water resources.
- Monitor and work towards reducing overall waste generation.
- Contribute to strategic planning for administrative and corporate operations.
- Lead process improvement initiatives to enhance efficiency and foster innovation.
- Support change management processes that affect facility operations.
- Manage facility-related projects such as renovations, upgrades, and expansions.
- Coordinate office moves and relocations as needed.
- Identify and implement continuous improvement projects.
- Ensure compliance with established management systems (QMS, FSSC, OHSAS, EMS, etc.).
Key Performance Indicators
- Facility uptime and operational efficiency metrics.
- Timeliness of maintenance response and resolution.
- Adherence to budget and achievement of cost savings.
- Compliance rates with safety and regulatory standards.
- Performance against energy consumption and sustainability targets.
- Effectiveness of vendor performance and contract compliance.
Competencies Required
- Experienced / Supervisory level (Level 3).
- Bachelor’s Degree in HR, Social Sciences, Business Administration, Engineering, or a related discipline.
- Membership in a relevant professional body, such as the Chartered Institute of Personnel Management (CIPM).
- A minimum of 8 years of experience in facility or administrative management.
- Previous experience in a manufacturing or industrial setting is advantageous.
- Proficiency in Microsoft Office Suite and facility management software.
- Strong leadership, organizational, and multitasking capabilities.
- Excellent financial and budget management skills.
- Effective communication and interpersonal skills.
- Solid understanding of regulatory requirements and safety standards.
- Expertise in vendor and contract management.
- Detail-oriented, proactive, and capable of independent work.
- Strong analytical and problem-solving abilities.
- Ability to perform under pressure and meet deadlines.
- High degree of integrity and commitment to confidentiality.

This role is based in Apapa and Kaduna State, Nigeria.
