About Townsville City Council

Townsville City Council is the largest local government authority in Northern Australia, dedicated to enhancing the community through economic diversification and fostering a rich lifestyle. We manage nearly $9 billion in community assets, including vital infrastructure like water networks, roads, and waste management systems. Our commitment extends to promoting an active lifestyle, protecting the environment, and building a vibrant, sustainable, and innovative city for current and future generations. Our vision is a globally connected community driven by lifestyle and nature, with a purpose to Grow Townsville, guided by values of Safety, Excellence, Respect, Value, and Enjoyment.

About The Role

This permanent, full-time position offers a unique opportunity to work within a diverse technical environment, ideal for problem-solvers who thrive on complex challenges across multiple platforms. The role involves leading and enhancing development capabilities by influencing solution design, integration strategies, digital engineering practices, and platform governance within a growing digital ecosystem. It combines significant community impact with an excellent work-life balance, featuring a 9-day fortnight. You will lead a multidisciplinary team, collaborate closely with business stakeholders, and oversee a varied delivery pipeline, including projects, continuous improvement initiatives, platform enhancements, and operational transitions.

Our Ideal Candidate

We are seeking a candidate with extensive professional experience, including over 10 years in software development, systems integration, or related technical fields, and at least 5 years in a leadership capacity managing development teams or digital engineering functions. Practical, hands-on experience with technologies such as Power Platform, ServiceNow, ESRI/spatial tools, enterprise integration, scripting, APIs, and automation tooling is essential. Strong leadership qualities are required, including the ability to coach and develop teams, excellent communication and stakeholder engagement skills, a collaborative approach focused on continuous improvement, and the capacity to balance strategic direction with hands-on technical leadership. In terms of delivery, you should be adept at acting as a technical liaison between delivery, strategy, and operations, providing expert advice, facilitating work transitions to IT operations, and building team capabilities to adapt to and service current and new technologies in a complex environment.

What We Offer

We provide a comprehensive benefits package designed to support our employees' well-being and professional growth. This includes a 17.5% annual leave loading, up to 5 weeks of annual leave, and up to 3 weeks of Personal/Carers Leave. We also offer 14 weeks of paid Parental Leave, Domestic and Family Violence Leave, and Natural Disaster Leave. For superannuation, we offer up to a 13.5% employer contribution for contributing members. Additional benefits include salary sacrifice opportunities, extensive learning and development programs, discounted access to fitness facilities through the Fitness Passport program, an Employee Loyalty Program with discounts at local businesses, and an Employee Assistance Program. Note that the Council's superannuation contribution is 13.5% of ordinary time earnings, provided the employee contributes a minimum of 6%.
