Role Purpose
This role sits inside an integrated procurement function supporting several projects, with responsibility for reducing and managing financial exposure when dealing with service providers. The position also involves leading senior procurement managers in planning, administering, and closing out contracts from the initial stage through completion.
Key Responsibilities
- Assist the Procurement Director in negotiating tender-related procurement terms, aiming to improve value while reducing risk.
- Assign work and manage a team of Procurement Managers so that deliverables are completed within agreed timelines.
- Oversee important stakeholder contracts and accounts, maintaining regular coordination with senior internal leaders.
- Apply procurement and cost-control practices in accordance with approved policies and procedures.
- Work with department heads to clarify service needs and identify the right approach for delivery, tendering, contracting, and evaluation.
- Launch procurement activities and keep requesting departments informed and engaged throughout the process.
- Create, maintain, and refresh cost databases for benchmarking and comparison purposes.
- Manage procurement across the full project lifecycle, including budget control, claims handling, and variations.
- Explain contract terms, conditions, and dispute-related matters to department heads when needed.
- Ensure service providers meet all required submission standards during preselection and contract finalization.
- Provide direction in drafting, recommending, negotiating, and administering contracts.
- Comply with all relevant policies, procedures, SOPs, and instructions so work is delivered in a controlled and consistent way.
Qualifications and Experience
- A bachelor’s degree in Quantity Surveying, Civil Engineering, or a closely related discipline is required.
- A minimum of 18 years of post-graduation experience is needed, including at least 8 years in a comparable senior commercial leadership role.
- Prior exposure to a large real estate development organization is expected.
- Experience on major construction projects in the UAE or KSA is strongly preferred.

This is a full-time, on-site position based in Umluj, Tabuk, Saudi Arabia.
