Assistant Manager

Role overview

Singapore Land Authority is looking for a product manager or assistant product manager to support the central team behind its major digital transformation initiative. The person in this role will help shape product direction, define the roadmap, and coordinate delivery for a digital portal designed to modernise the conveyancing sector. The work will require close coordination with vendors, stakeholders across the public and private ecosystem, and senior leadership.

Key work areas

The position covers product work, AI enablement, and experimentation on advanced tooling for legal and operational workflows.

• Review a user story analysis tool that checks completeness, clarity, and alignment with acceptance criteria, then provides structured feedback.
• Support the collection, consolidation, and organisation of data needed to power AI systems, including both structured datasets and unstructured sources such as SOPs, FAQs, policy papers, and legal materials.
• Design data pipelines and database structures so information remains clean, properly tagged, and suitable for AI use.
• Apply Retrieval-Augmented Generation methods where needed, including document chunking, embeddings, vector database configuration, and knowledge graph development.
• Contribute to the creation and iteration of AI tools that support departmental operations.
• Work on a test case and scenario generator that can draft testing materials from user stories, requirements, or functional specifications.
• Help build an FAQ bot that can generate FAQ datasets from unstructured sources and real user questions for use in VICA.
• Assist with a GenAI recommendation solution for lawyers that supports form completion using both structured and unstructured information.
• Test knowledge base size limits, find points where performance starts to degrade, and evaluate native GCC AWS approaches to handle scale constraints.
• Run structured proof-of-concept exercises to identify limitations in existing tools such as Pair and AIBot.
• Explore multi-agent collaboration models where specialist agents such as CPF experts, finance experts, solicitors, and registration officers work together, and document orchestration patterns, failure cases, and deployment-ready designs.

Candidate profile

The ideal candidate should have training in a relevant field such as Computer Science, Business Analysis, Information Technology, or IT Product Management, along with experience in product management, business analysis, or change management. Strong analytical ability, user research experience, data analysis skills, and the capacity to turn insights into practical product decisions are important. The role also requires strong communication and the ability to work effectively with internal teams and external partners. The person should be self-driven, adaptable, disciplined, able to focus, and comfortable working independently when needed. A willingness to learn quickly about conveyancing processes, IT systems, and digitalisation is essential. Prior exposure to agile delivery methods and knowledge of the Singapore conveyancing process would be an advantage.
