Senior Procurement Manager

Role Overview

This position is responsible for steering both the strategic and day-to-day sourcing function for Sinyar’s client portfolio. The role is focused on strengthening governance, improving cost efficiency, and delivering procurement outcomes that create measurable value. It also carries a strong business-growth mandate, requiring a profit-centre mindset, close supplier collaboration, and strong alignment with client expectations and company goals.

Core Responsibilities

• Lead sourcing managers, officers, and specialists to deliver strategic and operational procurement support across several client accounts.
• Allocate work effectively across the team so resources are used efficiently and sourcing needs are completed on time.
• Maintain strong client partnerships by running weekly operational reviews and preparing monthly performance updates.
• Spot opportunities to grow service offerings through procurement-led initiatives and business development.
• Oversee RFP and RFQ activities, including evaluation approaches, negotiation tactics, and contract award decisions.
• Handle senior-level supplier negotiations to build durable, cost-effective commercial relationships.
• Work with end users and stakeholders to forecast future sourcing needs and manpower requirements.
• Partner with the Contracts team and internal users to resolve supplier disputes and manage settlements.
• Introduce procurement policies, digital tools, and system improvements that raise compliance and streamline operations.
• Track KPIs covering cost reduction, sourcing speed, and client satisfaction to measure performance.
• Make sure all sourcing activity follows applicable legal, regulatory, and audit requirements.
• Coach and develop team members while supporting succession planning and overall capability building.

Stakeholder Relationships

The role works closely with executive leadership, project directors, finance, operations, and other internal teams. Externally, it involves regular interaction with clients, suppliers, service providers, and government bodies.

Qualifications and Experience

A bachelor’s degree in engineering is required. The ideal background includes at least 10 years of procurement experience, with a minimum of 5 years in a senior management capacity. Experience in construction or facilities management is preferred. Strong familiarity with UAE procurement regulations, import and export requirements, and the local supplier market is important, especially within hospitality and facilities sectors.

• Maintain 90% audit compliance.
• Set up blanket agreements or contracts with the top 5 suppliers to cut procurement cycle time by 50%.
• Reduce manual purchase requests by 80% through the use of digital systems.
• Deliver cost-saving initiatives that achieve at least a 5% reduction in transport expenses.
