Quantity Surveyor

About the Role

Parsons is seeking a highly experienced Quantity Surveyor to support its Tabuk-based team. The role sits within major infrastructure and heavy civil engineering delivery, with responsibility for commercial oversight, cost discipline, and contract administration across the project lifecycle.

You will work alongside the FIDIC Engineer and the Project Management Consultancy (PMC) team to help maintain budget control, handle complex contractual matters, and support cost certainty for large-scale works.

Key Responsibilities

• Handle the commercial and contractual side of heavy infrastructure packages, including earthworks, wet and dry utility networks, roads, and major site development, while keeping work aligned to approved budgets.
• Administer contracts on a day-to-day basis under FIDIC Conditions of Contract, specifically the Design-Build Red and Yellow Books, while ensuring compliance with client requirements and Saudi regulations.
• Review contractor monthly payment submissions, verify measurements and progress, and prepare recommendations for interim and final payment certificates.
• Assess, negotiate, and close variation orders, new rate analyses, and change requests, while checking contractor pricing structures and supporting documents to reduce client risk.
• Evaluate contractor notices, claims, and extension-of-time requests, and assist the FIDIC Engineer with commercial findings, correspondence, and dispute avoidance measures.
• Carry out site inspections and physical quantity checks to validate progress claims, provisional sums, dayworks, and prime cost sums.
• Keep detailed and auditable cost records, support updates to the project cost ledger and cash flow forecast, and contribute to monthly financial reporting for management and the client.

Required Experience and Skills

• A bachelor’s degree in Quantity Surveying, Commercial Management, Civil Engineering, or another related construction discipline from a recognized international institution.
• At least 10 years of proven experience in quantity surveying and commercial management, with emphasis on heavy civil works, roads, utility networks, and master-planned infrastructure.
• Strong working knowledge of FIDIC contracts in a PMC, Engineer’s Representative, or client-side infrastructure environment.
• Advanced capability with quantity surveying and estimating tools such as CostOS, Candy, or Primavera, plus strong Microsoft Excel skills for financial analysis.
• Previous work experience in Saudi Arabia or the wider GCC region on complex master-planned developments.
• Ability to work effectively on site in Tabuk province, including in remote or fast-paced project settings.
• Excellent written and spoken English, with strong report-writing and stakeholder communication skills.

Preferred Qualifications

• Professional membership or chartership with a recognized body such as MRICS or MCIOB.
• Arabic language ability, whether spoken or written, is an added advantage for dealing with local contractors and stakeholders.
• Experience delivering fast-track infrastructure packages on large KSA giga-projects.
