Role overview

The Senior Advisor for Enterprise Service Delivery will shape strategy across the enterprise services portfolio, making sure service delivery methods work together smoothly. This role leads end-to-end oversight of engineering and infrastructure projects, covering everything from defining specifications and tendering to execution and final closeout. The objective is to align delivery frameworks with business goals, improve operating efficiency, and create lasting value across projects and services.

What you will do

• Set strategic direction for the enterprise services portfolio and ensure execution, procurement, commercial, governance, and delivery frameworks are aligned and working together.
• Assess how well enterprise services are performing and suggest improvements using global best practices.
• Run benchmarking and gap analysis exercises to uncover opportunities to strengthen service delivery.
• Help build a workplace culture focused on innovation, flexibility, and high standards in service management.
• Offer independent technical and strategic guidance on enterprise-level initiatives so they support organizational goals, service expectations, and national development priorities.
• Review business cases, project charters, and feasibility studies, with attention to strategic alignment, risk, and value for money.
• Advise on procurement and contracting approaches for service delivery projects, keeping governance, compliance, and efficiency in focus.
• Serve as the escalation contact for major delivery issues and recommend solutions for delays, budget overruns, or quality gaps.
• Check that reporting structures, dashboards, and KPIs are robust, transparent, and accountable.
• Contribute to working groups and review panels by providing specialist input for high-level decisions.
• Guide the integration of asset management, digital transformation, and enterprise systems into delivery programs to improve efficiency and sustainability.
• Capture lessons learned from earlier projects and feed them into future service delivery work.
• Manage procurement activities, including specifications, solicitation documents, bid meeting coordination, amendments, and commercial negotiations.
• Lead commercial assessment of RFPs and prepare clear, compliant Commercial Evaluation Reports.
• Review claims, variations, and time extensions, including Engineer’s determinations, and provide recommendations.
• Represent the organization in senior discussions with consultants and contractors on contractual, commercial, and claims matters.
• Create and roll out service delivery frameworks, SLAs, and performance tracking systems to improve responsiveness, value for money, and customer satisfaction.
• Lead the Procurement and Commercial team in applying EPMO strategy, tools, governance, and reporting across enterprise projects.
• Support the Asset Management & Decision-Making transformation by developing whole-life cost optimization models, finance and budgeting processes, and aligned procurement methods.
• Encourage transparency, operational excellence, compliance, and continuous improvement throughout the service delivery function.
• Ensure contract administration is completed properly by the responsible parties.
• Track and report on how well contract administration is being performed by the responsible parties.

Requirements

• A university degree from a recognized institution in a relevant area such as Construction Management, Project Management, Commercial Management, or an equivalent discipline.
• Chartered status or a professional license from a recognized international professional body or organization.
• At least 20 years of post-graduation experience, including work on major infrastructure projects or programmes; preference is for roads, aviation, structures, or rail experience, with 10 years in a similar role and 5 years in Qatar and/or the Gulf region.
• Strong written and spoken English communication skills.
• Good knowledge of contract management and contract forms such as FIDIC, including extension of time claim analysis.
• Strong understanding of Qatar laws and regulations.
• Strong written and spoken Arabic communication skills.
• A master’s degree in a relevant field is desirable.
• Proven success in delivering large multidisciplinary projects.
• A well-rounded profile with the ability to plan, analyse, manage process and commercial considerations, mobilize teams, and lead through strong leadership.
• Ability to build effective working relationships in complex environments, both internally and with project stakeholders.
• Experience leading complex projects and programmes.
• Deep understanding of project execution and commercial procedures.
• Capacity to make objective priority decisions and choose the right course of action while handling differing stakeholder viewpoints.
• Ability to think creatively and exercise sound judgement based on risk analysis.
• Comfort working in multicultural settings and promoting collaboration.
