Role overview

The Senior Advisor for Enterprise Service Delivery will shape strategy across the enterprise services portfolio, making sure service delivery methods work together smoothly. This role leads end-to-end oversight of engineering and infrastructure projects, covering everything from defining specifications and tendering to execution and final closeout. The objective is to align delivery frameworks with business goals, improve operating efficiency, and create lasting value across projects and services.

What you will do

  • Set strategic direction for the enterprise services portfolio and ensure execution, procurement, commercial, governance, and delivery frameworks are aligned and working together.
  • Assess how well enterprise services are performing and suggest improvements using global best practices.
  • Run benchmarking and gap analysis exercises to uncover opportunities to strengthen service delivery.

  • Review claims, variations, and time extensions, including Engineer’s determinations, and provide recommendations.
  • Represent the organization in senior discussions with consultants and contractors on contractual, commercial, and claims matters.
  • Create and roll out service delivery frameworks, SLAs, and performance tracking systems to improve responsiveness, value for money, and customer satisfaction.
  • Lead the Procurement and Commercial team in applying EPMO strategy, tools, governance, and reporting across enterprise projects.
  • Support the Asset Management & Decision-Making transformation by developing whole-life cost optimization models, finance and budgeting processes, and aligned procurement methods.
  • Encourage transparency, operational excellence, compliance, and continuous improvement throughout the service delivery function.
  • Ensure contract administration is completed properly by the responsible parties.
  • Track and report on how well contract administration is being performed by the responsible parties.

Requirements

  • A university degree from a recognized institution in a relevant area such as Construction Management, Project Management, Commercial Management, or an equivalent discipline.
  • Chartered status or a professional license from a recognized international professional body or organization.
  • At least 20 years of post-graduation experience, including work on major infrastructure projects or programmes; preference is for roads, aviation, structures, or rail experience, with 10 years in a similar role and 5 years in Qatar and/or the Gulf region.
  • Strong written and spoken English communication skills.
  • Good knowledge of contract management and contract forms such as FIDIC, including extension of time claim analysis.
  • Strong understanding of Qatar laws and regulations.
  • Strong written and spoken Arabic communication skills.
  • A master’s degree in a relevant field is desirable.
  • Proven success in delivering large multidisciplinary projects.
  • A well-rounded profile with the ability to plan, analyse, manage process and commercial considerations, mobilize teams, and lead through strong leadership.
